Notification forms

Manure must generally be stored in an appropriate manure store. For technical or hygienic reasons, it may be necessary to store part of the farm's manure in a battery. The storage of manure must be notified to the Environmental Protection Agency in advance. Storage must comply with the Government Decree on the Limitation of Certain Emissions from Agriculture and Horticulture (1250/2014), i.e. the so-called Nitrate Decree.

Institutions covered by the procedure must: registration notice to the municipal environmental protection authority no later than 90 days before the start of the operation.

Application for exemption from wastewater treatment requirements (Environmental Protection Act 527/2014, Section 156d)

For properties whose wastewater systems are required to meet treatment requirements by 31 October 2019, the owner or occupier may apply to the municipal environmental protection authority for a derogation from the wastewater treatment requirements for a maximum of five years at a time. A derogation from the treatment requirements may be granted if the conditions specified in the Environmental Protection Act are met.

The prerequisite is that the environmental impact caused by wastewater can be considered to be significantly low or that the required actions are unreasonable for the property owner.

When assessing the unreasonableness of the actions from the perspective of the property owner, the following are taken into account:

  • the location of the property in the area intended to be covered by the sewer network;
  • the advanced age of the property owner and those permanently residing on the property and other similar special factors related to the life situation;
  • the property owner's long-term unemployment or illness or other comparable social impediment to performance.

 

Exemption from connecting to the water supply network

The connection application is submitted to Kihniön Vesi ja Lämpö Oy or a water cooperative operating in the area.

There are also three water cooperatives operating in the Kihniö municipality:

Obligation to join

According to Section 10 of the Water Supply Act, a property located within the operational area of ​​a water supply company (including cooperatives) and within an urban area as defined by the Water Supply Act must be connected to the water supply company's network.

Applying for exemption

For justified reasons, an exemption from the connection obligation can be applied for from the municipal environmental protection authority in accordance with Section 11 of the Water Management Act. Upon application, the municipal environmental protection authority can grant either an exemption from the connection obligation that is valid until further notice or a fixed-term exemption.

According to Section 11 of the Water Management Act, you may be exempted from the connection obligation if:

  • connection to the network would be unreasonable for the property owner, taking into account the costs of connection, the low need for the water supply company's services or other similar special reason;
  • the exemption does not jeopardise the economic and proper management of water supply in the area of ​​operation;
  • A property exempt from connection to a water main must have sufficient domestic water available that meets the requirements;
  • The collection and treatment of wastewater from a property exempt from connection to a wastewater sewer can be arranged in a way that does not cause any health hazard or environmental pollution.

All of the above-mentioned requirements must be met. A new and functioning wastewater treatment system alone is not sufficient grounds for obtaining an exemption. When applying for an exemption from connecting to a water main, the application must include a test result on the quality of domestic water. The test result must not be older than a year, the domestic water sample must be taken by an authority or other expert, and the sample must contain the specifications in accordance with Appendix 2 of STM Decree 401/2001. Further information on the quality of domestic water and sampling can be obtained from the municipal health inspector. When applying for an exemption from connecting to a sewer network, a report must be included with the application wastewater treatment system.

Self-treatment of wastewater sludge

Sludge generated in one's own home may be spread for the purpose of fertilization on one's own field or on a field under one's control after being treated. The sludge must always be treated to make it hygienic by lime stabilization or in another manner approved by the Finnish Food Authority and the Environmental Protection Authority. The handling and field use of sludge must comply with the Fertilizer Products Act (539/2006), the Nitrates Decree (1250/2014) and the Decree of the Ministry of Agriculture and Forestry on Fertilizer Products (24/2011).
Any independent processing of wastewater sludge must always be notified in advance in writing to the waste management authority.
