§ 15 Legality and quorum of the meeting
Proposal for a decision

§ 16 Selection of the minutes inspectors
Proposal for a decision

Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Tiina Jokioja and Marjo Niemi. The minutes will be reviewed on December 5, 2025 and will be available for viewing on December 8, 2025 on the municipality's information network.

§ 17 Budget of the Council for the Elderly and Disabled for 2026

A total of 13.424 euros has been reserved for the expenses of the Council for the Elderly and Disabled and the Youth Council for 2026. This includes trustee fees, notifications, travel and transportation services, other services, including 1.000 euros for events of the Council for the Elderly and Disabled.

§ 18 Action plan of the Council for the Elderly and Disabled for 2026

The Council for the Elderly and Disabled will discuss its activities for 2026. The budget has allocated an allocation of 1.000 euros for organizing the event.

The activities of the Council for the Elderly and Disabled in 2026 include:

  • Meetings 2-4 times a year. If necessary, additional meetings may be held for urgent matters.
  • We take a stand and issue statements on issues that have an impact on the living conditions of the population and their services.
  • Let's participate in the activities of Senior Citizens' Week.
  • Participate in/observe the International Day of Persons with Disabilities.
  • Where possible, we visit the municipality's housing units for the elderly and disabled.
  • Experts are invited to meetings.
  • We inform municipal residents about current issues concerning the elderly and disabled.

§ 19 Appointment of a member and deputy member of the Council for the Elderly and Disabled to the municipal council

According to sections 27-28 of the Local Government Act, Councils for the Elderly and Disabled People must be given the opportunity to influence the planning, preparation and monitoring of the activities of various municipal sectors in matters that are significant for the well-being, health, participation, living environment, housing, mobility or performance of daily activities of the elderly population and people with disabilities, or for the services they need.

According to Section 98 of the Municipal Administrative Code, the Youth Council and the Council for the Elderly and Disabled may appoint a representative to the council meeting, who has the right to be present and speak at the meeting.

The Council for the Elderly and Disabled appoints one representative and a deputy representative to the municipal council.

The Council for the Elderly and Disabled decided to elect Leena Ojala as representative and Erkki Välimäki as deputy representative.

Meeting handling of the matter

Discussed the activities of reading grandmas and grandpas in early childhood education. Council representatives will take the information to their own parties. Pj Kirsi Jytilä coordinates the activities.

Discussed the presence of representatives of the Council for the Elderly and Disabled on the committees, so that the committees can take into account the views of the elderly and disabled. Decided that Anne-Maria Koivistoinen will be invited to the Education and Welfare Committee as an expert if necessary. Ulla Vierre will serve as a member of the technical committee, and will present the council's views to the technical committee if necessary.

It was agreed that the next meeting will examine the possibilities of outreach work for the elderly in Kihniö.

Pj Kirsi Jytilä reported that 190 Christmas cards were received in the Siskot ja Simot Christmas card collection.

Erkki Välimäki has proposed a visitor to the council from Pirha. Pirha does not pay travel expenses, so it has been suggested that the visit be organized via Teams.

It has been determined that the rules of procedure of the Council for the Elderly and Disabled are partially outdated. The rules of procedure will be updated.

Discussed a grocery bag service for the elderly. We are in contact with the 4H association about the possibility of young people implementing the activity. We also discussed the need for a shopping street in Kihniö.

Review Ulla, Tiina and Marjo's greetings from their visits to Kotipihlja and Iltarusko. Invite representatives from the care homes to report on their activities at the council meeting. Prepare questions in advance.

Discussion on Puumila's accessible toilet. The Council for the Elderly and Disabled demands that the toilet be made available to disabled customers without a separate request.
