§ 48 Legality and quorum of the meeting

According to Section 99 of the Administrative Code, an invitation to a council meeting must be sent at least 4 days before the meeting to each councillor and to those who have the right or obligation to be present at the meeting. At the same time, information about the meeting must be published on the municipality's website.

The agenda of the matters to be discussed at the meeting must be sent together with the notice of the meeting, unless there are special reasons preventing this (Administrative Rules, Section 93).

The agenda is published on the municipality's website (Administrative Rules Section 95 and Municipalities Act Section 94). The meeting may be announced in the Ylä-Satakunta newspaper. However, the absence of an announcement in the local newspaper does not prevent the council from meeting.

The invitation to this council meeting, including the agenda, was sent on December 5, 2024. The invitation to the meeting has been published on the municipality's website.

The council has a quorum when at least 2/3 of the council members are present.

A roll call is taken and the legality and quorum of the meeting are then determined.

§ 49 Selection of the minutes inspectors
Proposal for a decision

Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Elias Marjamäki and Juha-Matti Markkola. The minutes will be reviewed on November 10.11th and will be available for viewing on the municipality's information network.

§ 50 Expansion of the area of ​​cooperation in environmental health care and updating of the cooperation agreement

The municipal council decides that it approves the amendments to the environmental health care cooperation agreement in accordance with Appendix 1. The agreement will enter into force on January 1, 2026.

§ 51 Income tax rate for 2026

The municipal council decides that the income tax rate for the municipality of Kihniö for 2026 will be set at 9,40%.

§ 52 Real estate taxes for 2026
Proposal for a decision

The Municipal Council decides that the following property tax rates will be confirmed for 2026:

1. general 1,16

2. ground 1,30

3. permanent residential buildings 0,58

4. other residential buildings 1,14

5. non-profit organizations 0

6. power plants 2,85

In addition, the municipal government proposes to the council that no separate tax be imposed on an undeveloped building site.

Decision

During the discussion, the Finns Party and Coalition Party groups proposed that property taxes not be increased. The chairman presented the voting order; roll call vote, the basic proposal was supported by 10 councillors; Björn Risto, Jytilä Kirsi, Koivisto Markus, Markkola Juha-Matti, Oksanen Silja, Räsänen Jesse, Shemeikka Mika, Sillanpää Matti, Silvennoinen Erja, Tarsia Essi. The counterproposal was supported by 7 councillors; Alkkiomäki Jari, Kivioja Antti, Koivistoinen Hannu, Marjamäki Elias, Ojala Janne, Vehmasto Jenni and Wiinamäki Petteri. The municipal board's basic proposal proposal became the decision on the matter.

Jari Alkkiomäki (written) and Petteri Wiinamäki submitted a dissenting opinion.

§ 53 Other matters

The council may also consider a matter that is not mentioned in the notice of the meeting if the urgency of the matter requires it.

A matter that the municipal government must prepare may not be taken up for decision unless the municipal government has had an opportunity to discuss it. Notwithstanding this, the council may unanimously take up a matter that is urgent (Municipalities Act, Section 95).

The next meeting of the municipal council will be held on November 10, 2025.
