§ 8 Legality and quorum of the meeting

According to Section 99 of the Administrative Code, an invitation to a council meeting must be sent at least 4 days before the meeting to each councillor and to those who have the right or obligation to be present at the meeting. At the same time, information about the meeting must be published on the municipality's website.

The agenda of the matters to be discussed at the meeting must be sent together with the notice of the meeting, unless there are special reasons preventing this (Administrative Rules, Section 93).

The agenda is published on the municipality's website (Administrative Rules Section 95 and Municipalities Act Section 94). The meeting may be announced in the Ylä-Satakunta newspaper. However, the absence of an announcement in the local newspaper does not prevent the council from meeting.

The invitation to this council meeting, including the agenda, was sent on December 5, 2024. The invitation to the meeting has been published on the municipality's website.

The council has a quorum when at least 2/3 of the council members are present.

§ 9 Selection of the minutes inspectors

§ 10 Financial statements for 2024 and discharge of liability for those liable for accounting

2024 FINANCIAL STATEMENTS AND LIABILITY DISCLAIMER FOR ACCOUNTANTS

According to Section 125 of the Act on the Auditors, the auditor must submit a report to the council for each financial year, setting out the results of the audit. The report must also state whether the financial statements are acceptable and whether the member of the institution and the head of the relevant institution's area of ​​responsibility (the person liable for the accounts) can be granted a discharge from liability.

The auditor of the municipality of Kihniö has audited the financial statements for 2024. The auditor states in his audit report that the financial statements can be approved and discharge from liability granted to the members of the institutions and the leading officials of the functional areas for the financial period 1.1.-31.12.2024. The audit report will be submitted to the Audit Board on 13.5.2025. The auditor will present the 2024 audit report at the meeting.

The Council for the Elderly and Disabled on 22 May 2025 has stated the following:

The Council for the Elderly and Disabled is concerned that the amount of grants distributed to organizations and associations is decreasing. Organizations and associations do meaningful work and grants play an important role in ensuring the continuation of their activities.


Proposal for a decision

The municipal council decides the following regarding the handling of the financial year's profit of EUR 108.627,57:

The surplus of 108.627,57 euros from the 1st financial period is transferred to the surplus/deficit from previous periods account in the balance sheet. The surplus from previous years in the balance sheet is now 2.088.184,84 euros.

§ 11 2024 evaluation report

EVALUATION REPORT FOR 2024

According to Section 121 of the Local Government Act, the task of the Audit Board is to assess whether the operational and financial objectives set by the council have been achieved and whether the operations have been organized in a productive and appropriate manner.

The Audit Committee submits an evaluation report to the council each year, presenting the results of the evaluation. The evaluation report is discussed by the council in connection with the financial statements.

The board shall provide the council with a statement on the measures to be taken in response to the assessment report (Municipalities Act 121.55).

Based on the reports provided by accountable officials, monitoring of minutes, the 2024 financial statements and other monitoring, the audit committee assesses the implementation of the municipality's operational and financial goals as well as the effectiveness and appropriateness of operations for 2024.

Proposal:

The audit committee will review the evaluation report and submit it to the municipal council for approval. The municipal council obliges the municipal government and committees to take action on the observations presented in the evaluation report and to report on these to the council by the end of September 2025.

The Council for the Elderly and Disabled on 22 May 2025 has stated the following:

The Council for the Elderly and Disabled states that the associations are active in the municipality and organize activities that support the well-being and health of the residents. The Council for the Elderly and Disabled considers it important that the cooperation continues. It is also emphasized that the disability policy program or the welfare plan for the disabled should be taken into account in the comprehensive welfare plan and its implementation should be assessed in the annual welfare reports.

§ 14 Appropriation changes to the 2025 budget

§ 15 Notification of declarations of affiliation to the municipal council

According to Section 84 of the Local Government Act, a municipal elected official and office holder must make a declaration of interests regarding their management positions and positions of trust in companies and other entities engaged in business activities, significant assets, and other interests that may be relevant to the performance of their positions of trust and office.

The obligation to declare interests applies to members of the municipal government and the institution performing the duties referred to in the Land Use and Building Act (132/1999), the chairperson and vice-chairpersons of the council and the board, the mayor, the deputy mayor and the rapporteur of the municipal government and the board. The declaration must be made within two months of the person being elected to their position.

The declaration of affiliation is made to the Audit Committee, which monitors compliance with the notification obligation and brings the declarations to the attention of the council.

The Audit Committee has discussed the received declarations of interest in its meetings and decided to publish them on the public information network.

According to Section 87 of the Administrative Regulations, the Audit Committee must submit declarations of interest to the council once a year.

§ 17 Management contract

The municipal board has approved the mayor's executive contract at its meeting on April 28, 2025, in accordance with the council's decision of April 14, 2025. After the appeal period, the contract has been signed.

The chairman of the council thanked the elected officials and office holders for the past council term. In addition, significant decisions of the council term were recalled, as well as the history of elected officials who left the council and were remembered with roses. Tiina Jokioja was presented with the 30th Anniversary Medal of Merit of the Association of Finnish Local and Regional Authorities.
