According to the administrative rules, an invitation to a council meeting must be sent at least 4 days before the meeting to each council member and to those who have the right or obligation to be present at the meeting. At the same time, information about the meeting must be published on the municipality's website.
The agenda of the matters to be discussed at the meeting must be sent together with the notice of the meeting, unless there are special reasons preventing this (Administrative Rules, Section 102).
The agenda is published on the municipality's website (Administrative Rules Section 104 and Municipalities Act Section 94) and on the municipality's official notice board. The meeting may be announced in the Ylä-Satakunta newspaper. However, the absence of an announcement in the local newspaper does not prevent the council from meeting.
The invitation to this council meeting, including the agenda, was sent on June 20.9.2023. The invitation to the meeting has been published on the municipality's website.
The council has a quorum when at least 2/3 of the council members are present.
A roll call is taken and the legality and quorum of the meeting are then determined.

Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Jari Alkkiomäki and Arsi Haapamäki. The minutes will be reviewed on September 25, 2023 and will be available for viewing on September 26, 2023 on the municipal information network.
The municipal council unanimously approved the proposed resolution.
In accordance with the budget implementation guidelines, budget monitoring reports are submitted to the council every six months.

Education Board 24.8.2023 § 60
The Kihniö Municipality Audit Board states in its 2022 evaluation report that:
The annual goals for early childhood education are based on the municipal strategy and are appropriate.
The Audit Committee considers it important that workplace well-being surveys are conducted systematically and that their results are utilized in the development and management of operations.
The assessment of the achievement of well-being and health goals is significantly influenced by the way in which these goals have been decided in the budget.
The previous well-being at work surveys were conducted in 2018 and 2019. Last year's audit committee's evaluation report noted that well-being at work is regularly surveyed and that the results of the survey are also utilized in the development of operations. The goal has been set to implement a well-being at work survey. A well-being at work survey has been conducted for the entire municipal personnel in spring 2023.
The Education Board, like the Audit Board, states that the well-being of personnel at work is important and that regularly conducted well-being surveys are an essential part of developing well-being at work. The municipal strategy obliges us to invest in well-being surveys and development discussions.
The workplace well-being survey conducted in the spring did not allow for anonymous responses, which may have resulted in some of the responses being biased.
A broader survey on well-being at work covering all personnel (a joint decision of the administrations) will be carried out during 2024. Responses will be anonymous. The focus will be on psychological and social factors.
The Education Committee also considers it important that measures are taken to develop well-being at work based on the results obtained. The municipal strategy obliges the municipality to actively monitor and support the development of well-being at work. The measures aim to make the municipality of Kihniö an attractive employer. The Education Committee considers it important that efforts are made to improve the well-being of staff at work so that the staff in the education sector will also be competent and professional in the future.
The municipal council will consider and take note of the report provided by the municipal government on the findings raised in the 2022 evaluation report.

The council may also consider a matter that is not mentioned in the notice of the meeting if the urgency of the matter requires it.
A matter that the municipal government must prepare may not be taken up for decision unless the municipal government has had an opportunity to discuss it. Notwithstanding this, the council may unanimously take up a matter that is urgent (Municipalities Act, Section 95).
The next meeting of the municipal council will be held on November 10, 2025.
