The planning work has been initiated by the municipality of Kihniö. The planning area is located on the eastern shore of Lake Kankarinjärvi, at Hiidenlahti, and consists of properties 250-407-5-109 Hiidenranta and 250-401-3-144 Keihäsranta III. There is an existing road connection to the area via Järvisuomentie and Mustaniementie along Peräläntie.
The participation and assessment plan pursuant to Section 63 of the Regional Use Act and the preparatory material pursuant to Section 62 of the Act have been completed (dated 7 August 2026).
The aim of the change to the coastal area plan is to update the area's land use to meet current needs. Three construction sites for detached houses will be allocated to the agricultural and forestry area in accordance with the current coastal area plan. In addition, the existing construction site for holiday homes will be expanded to the area of the boat ramp designated in the current plan, which has become unnecessary, and to a small extent to the agricultural and forestry area. The construction sites in the plan area will be allocated building rights enabled by the municipality's draft building regulations.
The area of the plan area is approximately 2,7 hectares. The area has approximately 304 meters of modified shoreline. The change to the coastal plan will create one construction site for holiday homes, three construction sites for detached houses, and an agricultural and forestry area. A total of 1,700 square meters of building rights will be allocated to the plan area.
The southern part of the planning area is a built-up holiday home yard and otherwise a forest with abundant trees. There are no known cultural heritage sites or ancient remains in the area. There is no valid master plan in the planning area. The Hurstinlahti–Kuttiniemi coastal plan is valid in the area, which was approved by the municipal council on 28 March 1989.
A nature study will be prepared for the planned area, the results of which will be processed during the planning proposal phase.
The Technical Committee decides to propose to the Municipal Board that the amendment to the Hurstinlahti–Kuttiniemi waterfront plan be declared initiated, approves the plan's participation and assessment plan, places the participation and assessment plan and the draft plan on public display, and requests the necessary authority statements on the draft.

The cleaning inspection was announced on the municipality's website on May 13, 2026.
During a clean-up inspection northwest of property 403-7274, in the immediate vicinity of the Kihniö municipality's light traffic route, a white van and a possible ATV were observed. Both vehicles were surrounded by vegetation, appearing not to be in traffic. The vehicles were located on property owned by the municipality.
Call
In this regard, the property owner was sent a notice to remove the vehicles and other objects from the municipal property, if the vehicles are owned by him. Alternatively, if the property owner does not own the vehicles in question, he was asked to submit a report on the matter by 19 August 2026. No report has been submitted.
No cleaning measures have been taken. The matter was inspected on 2 September 2026 during an inspection visit, during which white plastic pipes and bricks were also found abandoned among the vegetation next to the van. Overall, the area of the property has become littered in such a way that it impairs the amenity of the environment and the landscape.
