With the change in the Building Act, the municipality's building regulations must be changed to reflect the changed building legislation during 2026. A draft of the building regulations has been prepared as an attachment. In the draft, the most important changes to the current building regulations are presented in red text.
The draft must be made available for public viewing and the necessary opinions must be sought. Based on the feedback received, a proposal for a building regulation will be prepared, which will also be considered in municipal decision-making and will also be made available for public viewing in due course and the necessary opinions will be sought.
The experts participating in the remote meeting were building inspector Raisa Karinsalo and land use expert Pasi Lappalainen from Nostoconsulting Oy.
The Technical Committee approves the draft building regulations it has prepared and decides to submit it to the municipal government for approval and to request the necessary official statements on the draft. The date on which the draft building regulations will be made available for public viewing will be decided later.

Construction site and its location:
The construction site is a 3100m2 construction site with property code 250-407-2-125. The construction site borders Lake Nerkoo for approximately 45 meters.

Suggested action:
A deviation is being applied for to exceed the building right according to the coastal plan by 51 m2. The applicant would build a sauna building of 32 m2, which exceeds the permitted floor area of the coastal plan by 12 m2. The applicant has previously applied for a deviation permit to exceed the building right according to the coastal plan in connection with the construction of a leisure building. In this case, the building right exceeded 21 m2. In addition, there is an old wood warehouse of 18 m2 on the plot. In total, after the measures, the building right of the plot would be 151 m2, which exceeds the permitted building right according to the coastal plan by 51 m2.
Construction status:
The construction site has a recreational building of 101 m2 and a wood storage of 18 m2.
Prohibitions, restrictions and schematic situation:
The Kivelänniemi waterfront development plan is in force in the area, according to which an 80 m2 holiday home and a 20 m2 sauna building may be built on the site. The regulations of the waterfront development plan prohibit the construction of a water toilet.
Consulting neighbors:
The municipality conducted a consultation with neighbors on March 11, 2026. The properties 250-407-2-124, 250-407-2-165 and 250-407-2-47 were consulted as neighboring properties.

Justifications for the requirement for deviation:
According to Section 57 of the Building Act, the municipality has the power to deviate.
On 14 March 2016, the construction site was granted an exemption from the municipal government for the construction of a new 95 m2 leisure building. In this case, the exemption was granted for exceeding the building right. During the project, the applicant has come to the conclusion that the high space at one end of the building will be closed in and the applicant also expanded the building by another 3,6 m2. Thus, the floor area of the building increased by approximately 6 m2 and was 101 m2 in total after the change.
The current Kivelänniemi coastal plan allows the construction of a sauna building of a maximum of 20 m2. The planned sauna building is 32 m2, which means that the total built floor area of the previously built buildings and the planned sauna building would be 151 m2. The maximum floor area allowed in the coastal plan would exceed 51 m2. The new sauna would be located in the same place as the previously demolished sauna building, i.e. approximately 13 meters from the shoreline. The building is shown in dark tones in the plans attached to the application for a deviation permit.
The construction adapts to the coastal landscape and other environments. The deviation does not cause harm to the landscape values of the area or to nature and water protection. The deviation does not cause harm to zoning, the implementation of the plan or other organization of the use of areas. The deviation also does not lead to construction with a significant impact or otherwise cause significant harmful environmental or other impacts.

The technical committee decides to propose to the municipal government that the deviation be agreed to and sends the decision to the municipal government for approval. The deviation permit decision is valid for 1 year, during which time a construction permit corresponding to the deviation permit must be initiated. The deviation permit decision must be attached to the building permit application.
Municipal board
The municipality has had the attached forest thinning plan prepared by the Forest Management Association. The attached plan aims to create a 'clean and park-like' appearance for all areas presented in the plan in the municipality's city centre and on the shores of Lake Korhosjärvi. The municipality has also requested a bid from the Forest Management Association for the sale of the forest thinning in accordance with the plan. The estimated cost of the sale is 350 euros + 1.5 percent of the transaction value. The price does not include VAT. The estimated sales revenue of the wood to be sold, excluding VAT, is 61.822 euros, but the final amount of sales revenue will only be determined after the sales competition.
The Technical Board authorizes the Technical Director to enter into an agreement on the tendering of thinning timber sales with the Forest Management Association and to enter into a sales agreement with the winner of the tendering.
If the winning bid is significantly lower in price than estimated in the calculation in the appendix, the sales contract must be submitted to the technical committee for consideration.
The studies conducted have found that the 2026 investment program should be amended as follows:

The 2026 investment program includes a provision of 55.000 euros for the partial renovation of the Unified School's plot, foundations, and drainage structures. According to the reviews, it is appropriate to link the renovation of the Unified School's stormwater system as part of the wider renovation of the school yard, for example, to implement the embankments next to the wall. Based on the studies, the Fire Station's stormwater system is also in very poor condition, so it is proposed that the 55.000 euros investment proposed for the renovation of the Unified School's stormwater system be allocated to the renovation of the Fire Station's stormwater system.
The exterior painting of the municipal office building and Lottala (technical department) building is in poor condition. Since the buildings are also a significant part of the city center's landscape, an investment allocation of 30.000 euros is proposed for their exterior painting for 2026.
The Technical Committee approves the proposed changes to the 2026 investment program and proposes their approval to the municipal government.
