According to the financial unit-specific implementation report on June 30, 2024, the implementation percentage of the operating expenses of the entire technical committee is 46,6% and the implementation percentage of operating income is 45,6%.
The interim reports of housing companies owned by the municipality of Kihniö will also be discussed.
The Technical Committee will note that the interim budget report for the period 01.01. - 30.06.2025 and the housing companies' interim report have been brought to its attention and will bring it to the attention of the municipal government and further to the municipal council.

Municipal government, municipal council
The Kihniö Municipal Council has unanimously approved Section 3 of the Mäntyperä Energy Park master plan at its meeting on 14 April 2025. The decision has been appealed to the Hämeenlinna Administrative Court, to which the Administrative Court is requesting a response from the Municipality of Kihniö. An extension of time has been granted until 15 September 2025 for submitting a response.
The appeal does not raise any facts or arguments that would require changes to the plan or that the municipal council's decision to approve the plan would be unlawful. Detailed responses to the appeals have been prepared in a written response to the Hämeenlinna Administrative Court, which is attached to this document.
The Technical Committee proposes to the Municipal Board that the Municipality of Kihniö submit the attached response to the partial master plan for the Mäntyperä Energy Park to the Hämeenlinna Administrative Court.

Municipal board
Construction site and its location:
The construction site is a property called Kutti, which is approximately 3480 m2 in size. The property ID is 250-407-4-39. The construction site borders Kankarinjärvi by approximately 150 meters.
Proposed measure and justification for the application:
A deviation is being sought to construct an outbuilding of less than 30 m2 on the property. The deviation is being sought from the valid coastal plan so that the nearest wall of the new building would be located 16 meters from the shoreline measured at mean high water level.
Prohibitions, restrictions and the planned situation
The area has a valid Hurstinlahti/Kuttiniemi waterfront master plan. The master plan allows the construction of one single-storey holiday home, a sauna building and an outbuilding, totalling 120 m2, on the site.
The distance and location of buildings from the shoreline must be such that the natural beauty of the shoreline is preserved. New buildings may not be located closer than 20 meters to the shoreline at the mean water level of the body of water, with the exception of a separate sauna building, which may be built 10 meters from the shoreline.
Construction status:
There is an existing leisure building of 49m2 on the construction site. In addition, there is a sauna building of 10 m2 and a wood storage building on the construction site, which will be demolished.
Consulting neighbors:
The applicant has informed the neighbor. The neighbor has no objections.
Building restriction from which an exemption is sought:
The area has a valid coastal zoning plan. The building restriction for which a deviation is being sought is the coastal zoning plan's provision on placing a building other than a sauna closer than 20 meters from the shoreline at mid-water level.
Conditions for derogation and justification for the proposed decision:
Section 57 of the Building Act; the decision-making authority for granting a deviation permit lies with the municipality.
For a special reason, the municipality may, upon application, grant a derogation from a provision, order, prohibition or other restriction concerning construction or other measures provided for in this Act or issued pursuant to it.
However, a deviation may not be granted if it:
1) causes harm to zoning, the implementation of the plan or other organisation of the use of areas;
2) makes it difficult to achieve nature conservation objectives;
3) makes it difficult to achieve the objectives of protecting the built environment; or
4) leads to construction with significant impacts or otherwise causes significant adverse environmental or other impacts.
The applicant justifies the placement of the outbuilding closer than 20 meters from the shore by saying that the soil at the construction site is more suitable for construction than in the rest of the plot. This also means that there would be no need to cut down large trees at the construction site. The building is dark in color and will not be conspicuous in the coastal landscape. The neighbor has not raised any objections to the project.

The Technical Committee decides to propose to the Municipal Board that the deviation be granted based on the above-mentioned reasons. The construction must be adapted to the environment and landscape. According to the Construction Act 751/2023, the applicant does not need to apply for a separate construction permit for a commercial building of less than 30 m2.
