Municipal board
According to the Waste Act (646/2011) and municipal waste management regulations, every permanent and holiday residential property must be covered by the municipal waste management system. Property-based waste transport is connected to the property with its own waste container or a waste container shared with neighboring properties, i.e. a shared container. Holiday homes also have the option of taking their waste to a regional collection point or waste station. In all options, the connection is agreed with Lakeuden Etappi Oy.
An exemption from connection can be applied for if the residential building is completely unused or empty for justified reasons. The exemption from connection is processed by the waste management authority, which is the Lakeuden Waste Board. The municipal environmental protection authority decides on any possible compulsory measures regarding connection.
On 4 April 2024, the environmental inspector urged the owner of property RN 250-403-71-10 to join the waste transport. Following this, a letter of consultation was sent to the property on 13 November 2021, giving the property owner the opportunity to submit a response by 30 November 2024, under the threat that the property may then be ordered to join the waste transport through a penalty payment procedure. The party consulted has not submitted a response.
On 22 May 2024, the Technical Board ordered the owners of property RN 250-403-71-10, Section 5, to connect their property to property-based waste transport by entering into an agreement with Lakeuden Etapi. The main obligation was enhanced by a running penalty, the basic amount of which is €1000 per non-compliant main obligation and an additional amount of €200 for each subsequent calendar month after the set deadline.
According to information received from the waste management authority on 27 February 2025, the waste management of the property RN 250-403-71-10 is in order. The main obligation has been fulfilled, so the penalty notice procedure lapses.

Reasons for the decision
The property owner is obliged to connect his property to organized waste transportation. According to the information received from the waste management authority on 4 June 2024, the property's waste management is in order. The order issued pursuant to Section 126 of the Waste Act to connect the property to waste management has been complied with, so the penalty notice procedure lapses.

A motorhome park is generally considered to be a short-term accommodation facility for motorhomes and/or caravans, but with fewer than 25 spaces. In principle, a motorhome park is traditionally exempt from regulations governing accommodation and campsite operations, such as reporting to health authorities and collecting passenger reports.
The establishment of a tourist park has been investigated in the Kirkonkylä market area and in the Pyhäniemi camping area. The market is located on property 250-403-7-222 and the plot is subject to the Kihniö Kirkonkylä parish plan, with the plan marking "street square/market". The Pyhäniemi camping area is located on property 250-401-3-107 and the plot is subject to the Pyhäniemi Kihniö Pyhäniemi building plan, with the plan marking RM-I "block area of buildings serving tourism". The plans allow for small-scale tourist parking operations.
The current electrical connections and power supply allow for two electrified mobile home parking spaces for each site. There are three electric pole spaces in the market area, two of which can be converted to a caravan-style electrical socket. It is possible to run supply cables to the volleyball court from the Pyhäniemi camp center accommodation building. The electrical power is sufficient for two plug spaces. It would be possible to get electricity to more places from the main building, but that would require digging in the area of fixed ancient remains, and therefore is not possible. Mobile home parking spaces can also be provided without electricity and spaces can be added as needed.
In addition to electricity, the following services can be provided at the Pyhäniemi camping site: toilet (composting toilet), sauna and shower (self-service heating), dishwashing and cooking area and water point. In addition, a waste collection container can be placed in both areas. In addition, the customer can be directed to other services in the Pyhäniemi holiday village and the Kirkonkylä center. Signage and site numbers will be installed in connection with the camping site.
The existing facilities and equipment in the Pyhäniemi camp center building can be utilized, although commissioning requires functionality checks and thorough cleaning. The facilities are modest, but usable.
Matkaparkki can be managed and marketed by subscribing to the service provided by Matkaparkki.com Oy on a contractual basis. The service is free of charge for users and works in a browser or mobile application. Over 45,000 travelers have registered with the service and 250 matkaparkki have been reported nationwide. Joining a matkaparki advertiser costs nothing, the contract is valid until further notice and can be terminated without notice. After subscribing, matkaparkki spaces are reported to the matkaparkki.com service. The customer can see the matkaparkki spaces and their reservation status in the map service. The space can be reserved in advance or only on site, in which case the reservation and payment can be made, for example, with a QR code. Matkaparkki.com Oy automatically pays the accrued income to the park provider according to the actual amount. The park provider must have a Stripe or Visma Pay sub-merchant account so that the settlements are processed automatically.
Tourist parking spaces can be marketed on the municipality's and stakeholders' websites and social media platforms. Newsletters or pop-up advertising are also possible. The municipality is regularly asked about tourist parking spaces, especially at fairs and events. There is a need for at least small-scale activities.
The pricing of motorhome parks is usually cheaper than campsites, but is always determined by location and the services offered. Generally, prices range from 0–40 €/night.
The establishment costs for a motorhome park total approximately €2000. Annual operating expenses are approximately €1500–2000. The total operating income, conservatively estimated, is €1500–2,000, if there were 6 pitches available, the price was €10–20/day, the season lasted from May 1 to September 30 each year, and the occupancy rate was approximately 1.5–20%.
It is possible to establish a tourist park without investment. According to the estimate, the annual operating income of the tourist park will cover the operating costs. By offering tourist parks, we meet the verified need and demand and promote tourism and business in the municipality. The tourist parks contribute to the marketing of the municipality and the Pyhäniemi area. The target schedule for opening the tourist parks is from 1 June 2025.
The Technical Committee decides
- implement the motorhome parks as presented, with 2 electric pitches allocated to the market square and 2 electric and 2 non-electric pitches allocated to the former volleyball court of the Pyhäniemi camp center
- The prices for motorhome parking are €10/night for a Tori electric pitch, €20/night for a Pyhäniemi electric pitch and €15/night for a Pyhäniemi non-electric pitch, prices include 14% VAT.
