The Ministry of Finance has issued a decision on the basic component of the home municipality compensation, according to which the basic component of the home municipality compensation will be 8,833.75 euros in 2026.

According to the Basic Education Act, the municipality decides on the working and holiday hours of schools. The law only stipulates that school work begins in August and ends on the last weekday of the 22nd week (PA § 7). There are 190 working days in an academic year, but Independence Day, Epiphany or May Day, which fall on a weekday other than Saturday, each reduce the length of the academic year by one day (PL § 23).
There are 189 working days in the academic year 2026 – 2027 and a proposal for working days and vacation times is included in Appendix No. 2. According to the proposal, the academic year 2026 – 2027 will begin on Tuesday, August 11, 2026, the autumn break will be in week 42 and the autumn semester will end on Saturday, December 19, 2026. The spring semester will begin on Thursday, January 7, 2027, the winter break will be in week 9 and the academic year will end on Saturday, June 5, 2027.

Working and holiday days in the academic year 2026-2027 (Appendix 2)
The Education and Wellbeing Board approves the proposal for working and holiday days for the 2026–2027 academic year in accordance with Appendix No. 2. At Kihniö Municipal Comprehensive School, the academic year begins on Tuesday, August 11, 2026, and the autumn semester ends on Saturday, December 19, 2026. The spring semester begins on Thursday, January 7, 2027, the winter break is in week 9, and the academic year ends on Saturday, June 5, 2027.
Juha Koivisto submitted a dissenting opinion on the proposed decision. Koivisto proposed that the winter break be held in conjunction with Easter and that one extended weekend be held in February.

The budget for sports and youth activities has allocated a total of 10.000 euros for grants for 2026, of which 5.750 euros are for youth activities and 4.250 euros are for sports activities.
Grants can be applied for until 15 February 2026. Applications will be processed by the leisure instructor, the office secretary of the cultural services and the director of welfare on Monday 16 February 2026. The allocation criteria for grants for sports and youth services approved by the Cultural Affairs Board (08.12.1999, 26 §) will be used in the allocation of grants.
It was decided to wait for the government's decision on the distribution of grants to avoid duplication.

The Board of Directors has decided at its meeting on January 19, 2026, Section 5, that a filling permit procedure will be introduced for filling employment or official positions lasting more than 3 months as of January 1, 2026. The filling permit will be granted by the municipal board.
The purpose of the filling permit procedure is to provide more centralized management of recruitment. According to the filling permit practice, a vacant position or task is filled only in necessary situations, and tasks are primarily organized in other ways. At the same time, it is assessed which functions or tasks can be omitted and which functions will be discontinued completely.
In all permanent and temporary recruitments, a filling permit must be requested before the recruitment process begins. Applications for filling permits for permanent employment relationships are submitted to the municipal government for decision. Urgent filling permits for temporary employment relationships can be granted by the mayor.
A filling permit is granted for a justified reason. When processing filling permits, attention is paid to the fact that filling for retiring persons can be avoided through reorganisation of duties or internal transfers. A filling permit is applied for using the form provided for that purpose.
Kihniö Comprehensive School needs the following on a temporary basis for the coming school year:

According to the administrative regulations of the municipality of Kihniö, the Education and Welfare Board decides on the selection of permanent teachers and the Welfare Director decides on the selection of other personnel.
Applications for filling permits will be presented at the meeting.

Juha Koivisto proposed that geography, biology, health education, visual arts and physical education be removed from the motion. Marketta Malin supported the motion. A show of hands vote was held. Koivisto's motion was unanimously supported.
Municipal board
The Ministry of Education and Culture, pursuant to Section 30 of the Act on the Financing of Education and Culture (1705/2009), has confirmed the unit price for morning and afternoon activities referred to in the Basic Education Act for 2026 at 22,37 euros per instructional hour.
At the same time, the Ministry of Education and Culture has, pursuant to Section 49 of the aforementioned Act, confirmed the calculated number of tutoring hours used in calculating funding for the municipalities organizing the activities, as shown in the attached report.
The decision is made provided that Parliament approves the 2026 state budget proposal and related bills unchanged in the parts affecting this decision.

The Wilma system is no longer produced for early childhood education, which is why Kettukallio Daycare Center has decided to implement the Daisy system. Due to the system change, customer fees will have to be changed so that they communicate with the new system. The changes are presented in Appendix 7.
Early childhood education client fees are index-linked based on Section 16 of the Early Childhood Education Client Fees Act (1503/2016). Index adjustments are made every two years. The previous index adjustment was made on 1 August 2024.
The prices presented in the amendment are valid until August 1, 2026. The board will decide on the fees according to the index review in the spring.
The Education and Welfare Board decides to approve the early childhood education fees in accordance with Appendix 7.

Kettukallio Kindergarten / Annika Aittoniemi
The employment of the physical education counselor will end on March 31, 2026. The physical education counselor's services have been provided so far with project funding. The physical education counselor has worked part-time in the municipality of Kihniö. Grants for hiring a physical education counselor have been applied for from two different projects. Decisions will be made during the spring.
The physical activity counselor does important work to promote the well-being and health of the residents of the municipality. In addition, the physical activity counselor has been an important additional resource for the leisure service and the welfare director. The continuation of the service is significant for both the well-being and health of the residents of the municipality and the coping skills of the employees.
It is necessary to apply for a filling permit in advance so that the government has time to process the application before the sports counselor's employment ends. The filling permit is applied for on the condition that the project grant is granted to the municipality of Kihniö. The filling permit is applied for on a part-time basis for a fixed period depending on the amount of the grant and the project duration.
The application for a filling permit will be presented at the meeting.
The Education and Wellbeing Committee proposes to the government that the employment relationship of the sports counselor be continued in accordance with the application for a filling permit, if a project grant is received.

Section 60 of the Early Childhood Education Act (540/2018) provides for cost responsibility between municipalities in a situation where early childhood education for a placed child is arranged elsewhere than in the child's municipality of residence.
The Early Childhood Education Act has been clarified with regard to the obligation to provide early childhood education for a child placed on the basis of the Child Welfare Act (417/2007). As a support measure for open care referred to in section 16 b, subsection 1 of the Child Welfare Act, the municipality of residence of a child placed in foster care or in after-care is obliged to pay compensation corresponding to the costs incurred by the child's early childhood education to the municipality of the child's placement and to the municipality of residence of the child in after-care.
The Early Childhood Education Act entitles you to invoice the costs incurred in arranging early childhood education. The costs may also include the costs arising from the child's support needs.
The prices for 2025 will be determined based on the financial statements for 2024. Municipalities will be charged full compensation for early childhood education services in accordance with the costs. A purchasing service agreement will be concluded between municipalities, in which an early childhood education place is purchased for a child from another municipality. For this purpose, it is necessary to specify the municipal invoicing price for early childhood education in the service agreement.
