According to the budget and financial plan approved by the Kihniö Municipal Council, in the operating budget section of the budget, the council sets operational goals and allocates the necessary appropriations and revenue estimates to the institution for carrying out the tasks. The relevant administrative authority further distributes the appropriation allocated to the task group to the responsible units and cost centers in its operating plan, with accuracy for expenditure and revenue types.

The duties of the Director of Education were combined with the duties of the principal on 01.08.2017. At that time, it was determined that the successful management of the combined position is better if a deputy has been selected for the principal, who is responsible for the school's operations under the principal in his or her absence. At its meeting in 4/2021, the Education Board selected Elina Joensuu for the position. Joensuu resigned from her position and at its meeting in 6/2025, the Education and Wellbeing Board granted her resignation.
In Kihniö's education department, the combined position of director of education and principal was abolished in 2023 and the comprehensive school has a full-time principal. With the economic adjustment, it has been necessary to evaluate the job descriptions and content to avoid duplication. The role of the vice principal in relation to the principal's duties must also be reassessed.
After the evaluation, it has been decided to select a deputy principal who will take over the duties of the principal during his absence. Overall responsibility for the school's operations and decision-making during the principal's absence lies with the Director of Wellbeing.
The school staff was asked about their interest in the position of deputy principal. Special education teacher Niko Niemi expressed his interest in the position.
The Education and Wellbeing Board decides to elect Niko Niemen as the principal's deputy for the period 1.1.2026-31.5.2026. The task is to take care of the principal's replacements during his absence. The position will be paid a monthly compensation of €150. Other tasks will be agreed separately with the employer.

Shift care must be arranged to the extent necessary for a child who needs it due to the guardian's work or studies. Shift care can be arranged in the evenings, weekends and nights as a daycare center or as family daycare. Entrepreneurs also have the right to receive shift daycare for their child (evening, night and weekend care) if working hours are irregularly between 6:00 p.m. and 6:00 a.m. or on weekends..
Shift work is based on pre-announced shifts and reliable proof of shifts must be provided.
The child must have at least 2 days off per week or 8 days off per month, as well as time off from daycare during the guardians' annual leave and holidays.
Shift care is a special service organized by the municipality that does not fall within the scope of subjective early childhood education care rights.
To clarify the principles of shift care, it is necessary to draw up guidelines approved by the Education and Welfare Board (Appendix 2).

As part of the review of the Wellbeing Director's duties, a need to balance the Wellbeing Director's workload has been identified. The Wellbeing Director has previously made special support decisions.
The principal has the opportunity to do more administrative work in proportion to the number of students and teaching hours. In addition, the division of work between the director of education and the principal has been mapped in neighboring municipalities. In other neighboring municipalities, the principal makes student-specific support administrative decisions (Basic Education Act, Section 20 c).
The change has been discussed with the principal at the management group meeting on January 13, 2026, and the principal has agreed to change the authority so that in the future the principal will make student-specific support administrative decisions, which are determined in Section 20 c of the Basic Education Act.
The amendment to the administrative rule on making student-specific administrative decisions needs to be amended in accordance with Appendix 3.
The Education and Welfare Committee proposes an amendment to the Board and further to the Council in accordance with Appendix 3 to Sections 32 and 33 of the Administrative Regulations.

The library's customer service has been open on Mondays from 13 pm to 19 pm, Tuesdays from 10 am to 15 pm, Thursdays from 13 pm to 19 pm, and Fridays from 10 am to 15 pm. On Wednesdays and weekends, the library serves as a self-service library.
The number of library employees has decreased by 0,2 person-years due to retirements and project work, but the workload has increased due to administrative tasks and stakeholder work. The current size is 1,5 person-years.
Customer service hours need to be reduced so that the current human resources can carry out the library's statutory tasks and agreed collaborations with daycare, basic education, and home service customers.
From now on, the library will only be open as a self-service library on Tuesdays from 7 am to 21 pm. Customer service is available on Mondays from 13 pm to 19 pm, Thursdays from 13 pm to 19 pm, and Fridays from 10 am to 15 pm.
The library will inform you when the change takes effect.
