The motion for a resolution was adopted unanimously.
Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Mikko Nevanperä and Silja Oksanen. The minutes will be reviewed on December 3, 2025 and will be available for viewing on December 4, 2025 on the municipal information network.
Sirpa Kaikkonen was elected as the second minutes reviewer to replace Silja Oksanen.

The Children and Family Affairs Division is a voluntary institution appointed by the Education and Welfare Board in the municipality of Kihniö, which monitors the well-being of children and families, takes initiatives and reports to the municipal government. The council consists of members appointed by the Education and Welfare Board. The Children and Family Affairs Division meets 2-4 times a year. In addition, the division operates as a youth guidance and service network in accordance with the Youth Act.
According to Section 31 of the Administrative Regulations, the membership of the division includes the principal or school curator of the comprehensive school, the daycare center director, the social worker, the public health nurse, the school health nurse, the leisure instructor, the library director, representatives from the MLL association, the 4H association, the parishes, the board, the technical committee and the education committee. The board, the technical committee and the education committee have one joint deputy member.
The Education and Wellbeing Committee has proposed an amendment to the administrative regulations regarding the composition of the section at its meeting on 19 November 2025. The municipal board will discuss the matter at its meeting on 1 December 2025 and it will be submitted to the council on 8 December 2025. If the committee's proposal enters into force, a welfare director, a youth worker and a representative of the parents' association will be added to the membership of the section. In addition, the school curator and principal will be included in the membership, only one of whom was previously invited. The social worker and public health nurse will be removed from the membership, because the Pirkanmaa welfare region has not responded to the request for nomination. If the proposal is passed, the daycare center director will act as the rapporteur and convener of the section.
Proposals for members for the new division have been requested from MLL, 4H, committees, and parishes.
1. The Education and Welfare Board elects the following representatives of parishes, associations and boards as members of the Children and Family Affairs Division:
- Kihniö MLL proposes Jenni Vehmasto as a member
- Kihniö Evangelical Lutheran Church proposes Samu from Turku as a member
- Kihniö Pentecostal Church proposes Mirka-Maria Koivukoski as a member
- Kihniö Free Church proposes Sulo Helgren as a member
- Kihniö 4H Association proposes Johanna Poikelispää as a member
- The technical committee proposes Essi Tarsia as a member.
- The Education and Welfare Committee proposes Markus Koivisto as a member
- The municipal board proposes Essi Tarsia as a member.
2. The Education and Welfare Committee authorizes the Welfare Director to select a representative nominated by the parents' association by decision of the office bearer, if the change to the administrative rules is passed by the council.

Members of the Children and Family Affairs Division
Every two years, the School Health Survey produces monitoring data on children and young people's experiences of health, well-being, schooling and studying, and lifestyle.
At Kihniö Comprehensive School, students in grades 4 and 5, as well as 8 and 9 of basic education will respond to the survey.
The results of the municipal School Health Survey are available from THL's electronic results service. The web address for the results is thl.fi/kouluterveyskysely/tolukset.
The results for each educational institution are password protected, meaning they are not publicly available online. A link to the 2025 results for each educational institution has been provided to education providers and educational institutions.
In addition, the school curator and school health nurse have prepared a follow-up survey based on the results of the school health survey.
The results will be presented at the meeting.

The Education and Wellbeing Board approved Section 84 of the reform of the Kihniö Municipality's sports reward regulations at its meeting in 2024. The new awards are for sports enthusiasm of the year, active young person of the year, and cultural act of the year or long-term impact on local cultural activities and cultural heritage.
Proposals for the award have been requested from organizations and individuals by November 30, 2025.
The leisure time instructor will review the well-founded proposals and present the winners to the Education and Welfare Committee. The winners will be awarded at the Independence Day celebration.
The Education and Wellbeing Committee decides to choose Arttu Latvajärvi as Sports Inspirator of the Year, Atte Hautamäki as Active Youth of the Year, and Sirpa Kortesluoma as Cultural Influencer of the Year.
Kirsi Jytilä left for the election of the active young person of the year. Mikko Nevanperä served as chairman during the election.

The Ministry of Education and Culture has decided to confirm, pursuant to Section 33 of the Act on the Financing of Education and Culture (1705/2009), the unit prices for sports activities and, pursuant to Section 34, for youth work for 2026 as follows, provided that Parliament approves the State Budget Proposal for 2026. The Ministry of Education and Culture will confirm new unit prices for 2026 if the State Budget deviates from the State Budget Proposal in the respects referred to in this decision.

15,00 euros per resident of the municipality under the age of 29
