The education provider must prepare a plan based on the curriculum for each academic year, which stipulates the general organization of education, teaching hours and other activities organized in connection with education, as well as working hours, education provided outside of school, and other necessary matters related to the organization of education. According to the municipal administrative regulations (§ 29), the education and welfare board must approve various school plans and rules of procedure. The rules of procedure have been presented at the previous meeting. The crisis plan (Appendix 2) and rescue plan (Appendix 3) will be presented at the meeting.
The Education and Welfare Board approves the comprehensive school's crisis plan and rescue plan.

Support for learning and schooling was renewed as of 1 August 2025. The implementation of support forms and support measures emphasizes planning and anticipation. In addition, the implementation of support emphasizes mutual cooperation between concurrent education and teaching staff.
The student always has the primary right to group-specific forms of support (general support teaching, teaching given by a special needs teacher in connection with other teaching, support teaching in the language of instruction). If group-specific forms of support are insufficient, the student also has the right to receive individually targeted student-specific support measures.
In Kihniö, a calculated minimum of 19 hours (0,122 hours/student/week) has been reserved for group-specific support. The 2025-2026 academic year is a transition period and activities will be developed during the year with strong monitoring. The implementation of group-specific support forms is assessed as a so-called continuous assessment and they are developed in accordance with what is deemed necessary. The minimum number of hours required by law for group-specific support forms is mandatory, and the hourly resource allocated to group-specific support forms cannot be replaced with other teaching, or other teaching included in the hourly resource intended for them. Group-specific support forms do not require an administrative decision or a student-specific plan, but are designed to be implemented as part of the activities of the academic year.
Group-specific forms of support are the primary forms of support and are the right of all students. If these forms of support are not sufficient to support the student's learning, an assessment and plan for arranging student-specific support will be made for the student. An administrative decision will also be made on the implementation of this plan, which will be made by the Director of Welfare. The arrangement of student-specific support will be planned in cooperation with the class and special needs teacher, as well as the guardians.
Teaching provided by a special education teacher in connection with other teaching is organized in such a way that it supports and complements other teaching and enables students' needs to be taken into account as part of group teaching.
The teaching provided by a special education teacher in connection with other teaching may also include a special education teacher consultation, which is aimed at teachers and other teaching and educational personnel working with the class or group in question.
General support teaching and language of instruction support teaching provided by a teacher can be provided during the lessons according to the pupils' work schedule as joint or simultaneous teaching or in a smaller group or as separate additional lessons, also outside of lessons, taking into account the maximum length of the school day. General support teaching and language of instruction support teaching are provided primarily by the class or subject teacher responsible for the teaching group.
The Education and Welfare Board notes that the presentation on the reform of learning and school support has been brought to its attention.

- Family leave replacement at Kettukallio Daycare Center will begin on October 30, 2025. Qualified applicants will be interviewed on October 1, 2025.
- The update and support of the Wilma-based system currently in use at Kettukallio Daycare Center will end at the end of 2025. A new system must be purchased urgently and bids have already been requested. The matter will be returned to at the next meeting of the board.
- The Education and Welfare Committee discussed the special duties of teachers in the 2025-2026 academic year at the previous meeting and wanted to receive additional information on the grounds and costs. The materials include the principal's additional explanation of the grounds for the special duties.
- The selection of the principal's deputy was tabled at the previous meeting of the Education and Welfare Committee.
The term "representative of the principal" (not "vice principal") is clarified. The principal's deputy does not have fixed principal duties, but acts as a substitute in the principal's absence. The most important duties are selecting substitutes in the event of short-term absences of other staff and being responsible for the smooth running of the school day when the principal is unable to attend.
