The Education and Welfare Board approves the action plan for morning and afternoon activities for schoolchildren for the 2025-2026 academic year in accordance with Appendix 3.

The municipality arranges school transport for students in grades 1-2 whose school commute is at least three kilometers and for students in grades 3-9 whose school commute is at least five kilometers. Exceptions to transport arrangements may be made due to the dangerousness or burdensome nature of the school commute.
School transport has been put out to tender in spring 2025 and the new contracts will enter into force on 1 August 2025. Due to the tendering process and uniform practices, it is necessary to update the school transport guide.
According to the municipal administrative regulations, the Education and Welfare Board decides on the principles of school transport. The Welfare Director decides on the organization of school transport, provided that this is done in accordance with the principles approved by the board.

According to the Kihniö municipality's assessment plan, the learning level of 6th graders is assessed in the spring with a joint test in one of the subjects. On 24.04.2025, the sixth grade students of Kihniö comprehensive school participated in the national mathematics test organized by the Association of Mathematical Subject Teachers (MAOL ry). The assessment report is attached as Appendix No. 1.
11 girls and 10 boys took the test. The students took the test in their own class and the mathematics teacher marked the tests according to the instructions. The maximum score for the test was 52, which corresponded to a grade of 10. Those who received a grade of 8 or better have learned most of the key things of comprehensive school well. In Kihniö, 57.1% of sixth graders were in this group.
The national average grade point average for the sixth-grade mathematics exam was 25 points, and the average grade was 7,25. The average grade point average for Kihniö students was 32,8, and the average grade they received was 8,02.
The Education and Welfare Board will mark the information according to the 6th grade assessment plan for the national mathematics exam in spring 2025 as brought to its attention in accordance with Appendix 1.

On 06.05.2025, the ninth grade students of Kihniö comprehensive school participated in the national mathematics test organized by the Association of Mathematical Subject Teachers (MAOL ry). 7 girls and 9 boys participated in the test. The assessment report is attached as Appendix No. 2.
The students took the test in the mathematics class and the teacher marked the test according to the instructions. The maximum score on the test was 70, which corresponded to a grade of 10. Those who received a grade of 8 or better have learned most of the key things of comprehensive school well. In Kihniö, 12,4% of ninth-graders were in this group.
The national average grade in the ninth-grade mathematics exam was 7,00 (35 points). The average grade received by Kihniö students was 6,38 (28,65 points).
The Education and Welfare Board will mark the information according to the 9th grade assessment plan for the national mathematics exam in spring 2025 as brought to its attention in accordance with Appendix 2.

The rules of the Kihniö gym have not considered the customer's right to suspend their membership based on military/civilian service or serious illness. The rules of the Kihniö gym should be updated regarding the suspension of membership.

The Education and Welfare Board decided at its meeting on 20.05.2025, Section 34, to open the position of early childhood education teacher as of 01.07.2025, valid until further notice. The position has been open for applications from 20.05.2025 to 03.06.2025.
The person elected to a permanent position must be formally qualified at the time the position is filled. Application documents are available for viewing at the meeting and are archived in the Office of Education.
When filling a position, the provisions of the Equality Act and the prohibition of discrimination in Section 12 of the Act on Employment Security for Municipal Officials Act, as well as the general appointment criteria for public positions laid down in the Constitution, are taken into account.
According to the administrative regulations of the municipality of Kihniö, the Education and Welfare Board decides on the selection of permanent teachers and the Welfare Director decides on the selection of other personnel.
The selection emphasizes special education expertise.
The position is subject to a six (6) month probationary period. The candidate must present a criminal record certificate for working with children and a medical certificate of health.
The Education and Welfare Board decides to elect Karoliina Mäkipää to the position of early childhood education teacher.
The selection criteria in the application notice, the length of the probationary period, and the requirement to submit a criminal record extract and a medical certificate were added to the introductory text.

The Education Committee notes the decisions of the office bearers as brought to its attention and does not exercise its right of withdrawal.
Silja Oksanen proposed that the Education and Welfare Board exercise the right of withdrawal in the selection of the fixed-term position of a preschool teacher, since the advertisement was not published anywhere other than on the municipality's website. The proposal was not supported.
The Education and Wellbeing Board proposes that in the future, vacant positions and activities will be more widely visible than before, for example on social media channels.

Elina Joensuu, who served as the deputy principal of Kihniö Comprehensive School, has submitted her resignation from the position of deputy principal in a letter sent on May 30, 2025, effective August 1, 2025.
According to Section 30 of the Administrative Regulations, the election of the deputy principal of a comprehensive school is the responsibility of the Education and Welfare Board, in which case the resignation is granted by the same body.
The Education and Welfare Board grants Elina Joensuu her resignation from her duties as deputy principal of a comprehensive school, effective August 1, 2025.

Reform of learning support
As a result of the amendment to the Basic Education Act prepared by the Ministry of Education and Culture, learning support will be reformed in pre-primary and basic education. The reform is based on Prime Minister Orpo's government programme. The Act on Amendments to the Basic Education Act (1090/2024) was approved on 30 December 2024 and the change in legislation will mainly enter into force on 1 August 2025.
Due to the amendment to the Basic Education Act and related laws, the Basic Education Curriculum Foundations and the Basic Education Morning and Afternoon Activities Foundations have been updated. The Basic Education Curriculum Foundations, which will enter into force on 1 August 2025, were published in the ePerusteet service in February 2025. The changes to the Basic Education Curriculum Foundations primarily relate to the complete revision of the chapter on learning and school support.
According to the attached OPH regulation, the revised local curriculum must be adopted no later than 1 August 2025. However, changes to local curricula regarding Section 20 i of the Basic Education Act must be made by 1 August 2026.

Chapter 7 on learning support and special education has been completely revised.
Flexible pre-primary and primary education curriculum
Kihniö comprehensive school will transition to flexible primary education on 1 August 2025. The reform has required an update to the curriculum. The changes are described in section 21.
Local clarifications and text changes have been prepared by the principal together with the teaching staff.
The updated local curriculum text for chapters 7 and 21 is presented in accordance with Appendix 6.
