The Education and Wellbeing Board has decided to launch a competitive tender for school transport at its meeting on 28 January 2025, Section 8. At its meeting on 20 March 2025, Section 15, the board has confirmed the call for tenders for school transport with its annexes and decided to open a competitive tender for school transport for the years 2025-2028. Before opening the competitive tender, a market dialogue event has been arranged for entrepreneurs in the surrounding area.
The tender for school transport defined the contract period as three academic years and also included the possibility of using two option years. Since the annual cost of implementing school transport in Kihniö has been approximately 160,000 euros, this is a procurement exceeding the EU threshold. The tender used an open procurement procedure and the procurement notice was published through the HILMA procurement service on 31 March 2025. The deadline for submitting tenders ended on 21 April 2025.
Any questions regarding the preparation of the offer and additional information regarding the request for tender should be submitted through the HILMA procurement service. In the tender, morning transports were divided into their own destinations, of which there were 4 routes in total and one option route. In addition, afternoon transports were put out to tender. The tenderer was allowed to submit a tender for one or more destinations. Descriptions of the destinations were included in the tender documents.
The tender competition will be decided among the offers received by the deadline, which meet the conditions set out in the invitation to tender and are in accordance with the invitation to tender. Offers in accordance with the invitation to tender will be scored based on price. The price comparison has used the pricing criteria stated by the bidders in accordance with the invitation to tender. In some of the items, the route price was used as the price criterion, and in some, the price per kilometer was given.
Bid comparisons and a summary will be presented as supporting material at the meeting.
The Education and Wellbeing Board decides: 1. to select the entrepreneurs with the highest comparison points as contract partners for school transport in Kihniö Municipality for route destinations 1-5b for the contract period 1.8.2025-31.7.2028 according to the tender comparison, and to approve the contract partners for the route destinations as described below.
Route 1. Morning transportation of students from Jokikylä and Kihniönkylä to Kihniön comprehensive school: Chartered transport Rauno Koivukoski Ky, 100 points

Providers
The budget for sports and youth activities has been set aside for the year A total of 10.000 euros will be allocated for grants in 2025, of which 5.750 euros will be for youth activities and 4.250 euros for sports activities. The municipal board decided at its meeting on March 17, 2025 that the 4H association's share of the salary grant will be 5.000 euros.
It was possible to apply for grants until 14 March 2025. The applications were processed by the leisure instructor, the office secretary of the cultural services and the director of welfare. The allocation criteria for grants for sports and youth services approved by the Cultural Services Board (08.12.1999, 26 §) were used in the allocation of grants.
The Education and Welfare Board decides to approve the grants in accordance with Appendix 1.
In addition, the Education and Wellbeing Committee decides to approve a salary subsidy of €5.000 for the 4H association from the youth activities section, in accordance with the municipal board's decision of March 17, 2025.

Applicants
According to Section 1 of the Local Government Act, the basic task of a municipality is to promote the health and well-being of its residents. According to Section 6 of the Act on the Organisation of Social and Health Care, a municipality must monitor the health and well-being of its residents and the factors and measures affecting them by population group, and report on the health and well-being of its residents and the measures taken to the council annually.
The 2024 report takes into account the data collected during 2024. Data that has remained unchanged has not been reported but can be viewed in the well-being reports of previous years.
The priorities for reporting in 2023 are the results of the TEAvisari for education and physical activity and the indicators of the hyte coefficient. At the national level, the results of the Youth Barometer have been examined. In addition, statistics have been collected based on the physical activity of municipal residents.
The priorities of the comprehensive well-being plan guide the work to promote well-being and health in the municipality. In addition, separate goals are set for 2025, based on the development needs of 2024. The goals have been set together with the municipality's HYTE working group. The goals have been set taking into account the results of the surveys that had received low scores. In addition, the indicators of the HYTE coefficient are taken into account.
Appendix 2. Kihniö Municipality Annual Report 2024 and Well-being Plan 2025.
The Education and Wellbeing Committee decides to approve the 2024 Wellbeing Report and 2025 Wellbeing Plan in accordance with Appendix 2 and to send it to the Municipal Board and Municipal Council for approval, as well as to the Youth Council and the Council for the Elderly and Disabled for comment.

Kihniö Municipal Library will operate with reduced opening hours in the summer of 2025.

Library, Marjo Paulanmäki
Doctoral researcher Pirita Hihnala is applying for research permission for her doctoral thesis on early childhood education service formats. The research will be conducted at the University of Turku.
The study examines the views of leading municipal education and training officials and elected officials responsible for early childhood education on different forms of early childhood education. The study also examines regional variations in the meanings attached to early childhood education services between provinces.
The research data will be collected using an electronic questionnaire in the Webropol environment during spring and summer 2025.
