Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Arsi Haapamäki and Sirpa Kaikkonen. The minutes will be reviewed on March 20, 2025 and will be available for viewing on March 21, 2025 on the municipal information network.
Antti Kivioja was elected as the second scrutineer to replace Arsi Haapamäki.

The Education and Wellbeing Board has decided to launch a competitive tender for school transport at its meeting on 28 January 2025, Section 8. School transport routes have been prepared for the tender, and a draft purchase service agreement and a request for tender form have been drawn up. Market dialogue with entrepreneurs and their representatives has been held on 14 March 2025. The tender will start on 24 March 2025 and end on 14 April 2025 at 4 pm. After the tender comparison, the board will make a decision based on the tender comparison and the transport contracts of the entrepreneurs selected as contract partners in the tender. The contracts will be signed after the appeal period has ended. The contract period will start in 08/2025. The contract period will last for 3+1+1 years. The board has attached the contract for school transport services in Kihniö Municipality, the description and requirements of the procurement, and the agreement on the processing of personal data.
The routes will be presented at the meeting.
The Education and Welfare Board confirms the call for tenders for school transport with its annexes and decides to open a competition for school transport for the years 2025-2028.

During the processing of the matter, it was decided to remove the requirement that the emission class must be at least Euro 5 from the procurement description and the draft requirement.
It was decided to remove the sentence "The station from which billing starts must be located in the area of the municipality of Kihniö" from the draft school transport agreement.

The grant allocation for cultural activities is 1.700 euros for 2025.
Applications for grants were open until March 14, 2025. Applications were evaluated by the leisure instructor, the office secretary for cultural services, and the director of welfare.
The Education and Welfare Board decides to approve the grants in accordance with Appendix 2.
Vilja Lankinen left the meeting for the duration of the matter. The chairman acted as secretary during the proceedings.

9th grade students (18) from Kihniö Comprehensive School are going to a summer camp in Spain from 18 May to 24 May 2025, according to the school year plan. The application for permission to organize the summer camp, prepared by Jaana Oksanen, will be on display at the meeting. The summer camp program includes getting to know Spanish culture (including participation in local markets, visits to museums and attractions), adventure travel to a mountain village, and hiking to waterfalls, among other things.
The overall responsibility for the camp school lies with the hourly teacher Jaana Oksanen. In addition to her, the supervisors will be Anne Kannonlahti, a comprehensive special needs teacher, and four guardians from Finland. In addition, the camp school's responsible teacher has contact with local Finns (some of whom are parents of students who studied at our comprehensive school), from whom support and help can be obtained in Alicante if necessary. The students and their parents have collected most of the travel money. The trips to and from the airport will be by bus.
The Education and Welfare Board grants permission for 9th grade students at Kihniö Comprehensive School to go on a camp trip to Spain from 18.5.- 24.05.2025. Tutor Jaana Oksanen and comprehensive special education teacher Anne Kannonlahti will be included on the trip as supervising teachers. In addition, all accompanying adults will act as supervisors during the trip.
The camp school has strict school rules, which every student has read and accepted.
