§ 2 Selection of the minutes inspectors
Proposal for a decision

Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Marketta Malin and Silja Oksanen. The minutes will be reviewed on August 20, 2025 and will be available for viewing on August 21, 2025 on the municipal information network.

§ 3 Meeting times and convening of the Education and Welfare Board in 2025

According to the administrative regulations of the municipality of Kihniö, the institution decides the time and place of its meetings. A meeting is also held when the chairman deems it necessary or when a majority of the members of the institution submit a proposal to the chairman to hold a meeting.

According to the administrative rules, the meeting notice is issued by the chairman or, in his/her absence, by the vice-chairman. The agenda is sent together with the meeting notice, if possible.

Proposal for a decision

The 2025 meetings of the Education and Welfare Committee will be held as needed and the meeting day will generally be Wednesday. The meeting venue is usually the municipal office conference room and the next meeting will be agreed upon in connection with the previous meeting.

The meeting notice shall include an agenda, which shall be sent electronically no later than four days before the meeting date. The meeting notice, agenda, attachments and supporting material may also be sent by email. In urgent cases, the meeting may also be convened by telephone or email.

§ 4 Inspection and display of the minutes of the Education and Welfare Board in 2025

According to the administrative regulations of the municipality of Kihniö, the minutes are signed by the chairman and certified by the minute taker. The minutes are checked in a manner decided by the institution.

According to the administrative rules, the minutes of the meeting are written by a minute taker under the direction of the chairman and are made publicly available on the municipality's website.

Proposal for a decision

The Education and Welfare Committee decides that the committee's minutes for 2025 will be reviewed by two separately elected minutes reviewers at each meeting no later than the date on which the minutes are posted.

The Education and Wellbeing Committee decides that the minutes of the 2025 Education and Wellbeing Committee meeting will be published, where applicable, on the municipality's website no later than the seventh day after the meeting. Agendas will be published, where applicable, on the municipality's website.

§ 5 Approval of the budget implementation plan

According to the budget and financial plan approved by the Kihniö Municipal Council, in the operating budget section of the budget, the council sets operational goals and allocates the necessary appropriations and revenue estimates to the institution for carrying out the tasks. The relevant administrative authority further distributes the appropriation allocated to the task group to the responsible units and cost centers in its operating plan, with accuracy for expenditure and revenue types.

Proposal for a decision

The Education and Welfare Board approves the operating plan for 2025 in accordance with Appendix No. 1. Necessary changes may be made to the operating plan during the budget year.

Meeting handling of the matter

The usage plan is amended to state that the TYHY group's proposal for free gym use has been approved by the personnel department in January 2025.

§ 6 Request for rectification of a decision § 82 Granting school transport to residents of a foreign locality

The Education and Welfare Board has received a request for rectification of decision § 82 (meeting 13.11.2024) Granting school transportation to residents of other localities.

The appellant's claim:

We demand that the decision of the Education and Welfare Board be corrected so that it corresponds to the agreement that we have agreed with the Welfare Director by email on 17 July 2023. At that time, it was agreed that the municipality would cover 50% of the school transport costs incurred by us. In euros, we were informed that in the 2023 school year our share will be €5/day. In accordance with the previous report we submitted, we understand that school transport costs will change when the municipality and transport operators renew their contracts, but the 50% compensation share we agreed on must be maintained as long as the last person in our family has completed their primary school education.

We demand that the decision be corrected because the current decision conflicts with the agreement we made with the welfare director responsible for school transportation.

The decision must state that the agreements made with the official will continue for families whose children have already started school until the last of the children has completed their primary school education.

It is regrettable and questionable to now dig up texts from the school transport guide to support this decision about how residents from other localities must pay for their own school transport, when we have specifically clarified the matter by email with the official responsible for school transport mentioned on the Kihniö municipality website before the first of our children started their school journey to Kihniö.

The Education and Welfare Board's response:

A claim for rectification may be made by the person to whom the decision is addressed or whose right, obligation or interest is directly affected by the decision. (affected party), and a member of the municipality. The granting of school transport to residents of other municipalities is a decision in principle made by the Education and Welfare Board on the municipal school transport rules and does not take a position on the rights of individual named parties to school trips. The appellant cannot therefore file a claim for rectification of the decision because he is not a named party in the decision or a member of the municipality. The claim for rectification is therefore dismissed.

Proposal for a decision

The Education and Welfare Board does not examine the request for rectification. The Education and Welfare Board states that the decision of the Education and Welfare Board 13.11.2024 Section 82.3 remains in force.

§ 7 Finns Party council initiative on Exam exam facilities

Kihniö Finns' council initiatives 12.12.2022: Council question time as part of council meetings and Exam, an electronic exam in the Kihniö library.

The Finns Party's council initiative for a council question hour has been implemented through the approval of an administrative rule in the council on September 25, 2023, which enables a question hour. Exam - electronic exams in the library premises are in preparation and therefore incomplete.

Response to the initiative:

The EXAM consortium of higher education institutions is responsible for maintaining and further developing the exam system. The consortium currently includes 28 higher education institutions. The membership fee is 15,000 euros and is a one-off. The consortium's annual membership fee consists of a fixed fee of 8000 euros and a part based on the number of students (1,40 € x FTE).

Since the consortium includes universities, Kihniö does not have the conditions to obtain an EXAM exam room in the library premises. Also, from a financial perspective, joining the consortium would not be profitable.

Proposal for a decision

The Education and Welfare Committee will submit to the municipal government and further to the council that the matter has been finalized as a council initiative.

§ 8 Introduction of option years for school transport

At its meeting on 23 June 2021, the Education Committee approved Tilausliikenne Rauno Koivukoski Ky, Kivineva-yhtiöt Oy and taksi Tiina Jokioja as school transport operators. At its meeting on 7 June 2023, the Education Committee approved the transfer of school transport from Kivineva Yhtiöt Oy to Tilausliikenne Koivukoski ky. Some students travel on the regular route operated by Lamminmäki via Mustaniementie and Kankari.

The contract period is 01.08.2021 - 31.07.2024 + option years 01.08.2024 - 31.07.2025 and 01.08.2025-31.07.2026. According to the request for tender, the use of the option year will be decided jointly by the tenderer and the selected operators at least 6 months before the end of the contract.

The willingness of the selected operators to extend the school transport contract with the municipality of Kihniö with an option year for the period 01.08.2025 – 31.07.2026 has been surveyed.

The Education and Welfare Board decides to launch a new tender because another operator does not participate in the option year.

§ 9 Working days for the 2025-2026 academic year

According to the Basic Education Act, the municipality decides on the working and holiday hours of schools. The law only stipulates that school work begins in August and ends on the last weekday of the 22nd week (PA § 7). There are 190 working days in an academic year, but Independence Day, Epiphany or May Day, which fall on a weekday other than Saturday, each reduce the length of the academic year by one day (PL § 23).

There are 188 working days in the academic year 2025–2026 and a proposal for working days and vacation times is included in Appendix No. 2. According to the proposal, the academic year 2025–2026 will begin on Tuesday, August 5, 2025, the autumn break will be in week 42, and the autumn semester will end on Friday, December 19, 2025. The spring semester will begin on Wednesday, January 7, 2026, the winter break will be in week 9, and the academic year will end on Saturday, May 30, 2026.

The Education and Wellbeing Board approves the proposal for working and holiday days for the 2025–2026 academic year in accordance with Appendix No. 2. At Kihniö Municipal Comprehensive School, the academic year begins on Tuesday, August 5, 2025, and the autumn semester ends on Friday, December 19, 2025. The spring semester begins on Wednesday, January 7, 2026, the winter break is in week 9, and the academic year ends on Saturday, May 30, 2026.

§ 10 Budget implementation report 01.01-30.11.2024

The Education and Welfare Board's revenue realization percentage is 83,3 and its expenditure realization percentage is 85,2. The operating margin percentage according to net budgeting is 85,4.
