Early childhood education client fees are index-linked based on Section 16 of the Early Childhood Education Client Fees Act (1503/2016). Index adjustments are made every two years. The previous index adjustment was made on 1 August 2024. Income limits also changed due to the amendment to the Early Childhood Education Client Fees Act made on 1 March 2023.
The customer fees charged in early childhood education have been adjusted using the price index for educational activities, and the income limits used in determining the fee have been adjusted using the general earnings level index.
The municipality must decide how the customer fees and income limits changed due to the index adjustment will affect the customer fees collected in the municipality.
Regarding customer fees, the highest fee charged will increase to 311 euros. The lowest fee charged will increase to 30 euros. The fee charged for the second child will be a maximum of 40% of the youngest child's fee, i.e. a maximum of 124 euros per month. The fee for subsequent children will be 20% of the youngest child's fee.
The income limit for a family of more than six people has been increased by 275 euros for each additional child as of August 1, 2024.
Kihniö has had a trial of free early childhood education in 2023-2024. By the decision of the council on 17 June 2024, free early childhood education will no longer be continued in 2025.
The Education and Welfare Board approves the early childhood education client fees in accordance with Appendix 1, effective from 1 January 2025.

The PIKI libraries steering group has decided to make changes to fees for uncollected reservations.
No-show fee increase
The fee for uncollected reservations will be increased from €1 to €2 in PIKI libraries from 1 January 2025. Uncollected reservations have caused a lot of unnecessary work and transportation between libraries. The increase in the fee will likely help clear reservation queues, motivate customers to collect reservations, and prevent unnecessary reservations. From a customer perspective, the increase in the fee aims to make the material more accessible and available to customers. The increases do not apply to children's material.
The Education and Welfare Board notes the PIKI fee changes as brought to its attention.
The motion for a resolution was adopted unanimously.
