According to the municipal administrative regulations (§ 29), the education and welfare board must approve various school plans and rules of procedure. The rules of procedure (Appendix 2), crisis plan (Appendix 3) and rescue plan (Appendix 4) are presented at the meeting.

In the autumn of 2023, the Education and Technical Service commissioned a municipal cleaning work assessment, which found that there is potential for development in organizing cleaning services at the municipal level. The annual staffing requirement for the sauna facilities of the municipality's operational properties and residential terraced houses is 3,5 person-years, including maintenance and basic cleaning.
In the municipality of Kihniö, property cleaning services are produced as a separate service production. Four people have worked in the cultural department and one part-time person in the technical department, a total of 4,5 person-years. From a development perspective, centralizing cleaning services is essential, making it easier to optimize processes and resources. Several municipalities that organize cleaning services themselves produce cleaning services as a technical support service, which is usually organized in the cost center of the technical department.
The organization and operating model study of the service production of the technical sector of the municipality of Kihniö was completed in February 2024. According to the recommendations, the management of the performance of technical services should be developed in such a way that work management resources are allocated to cleaning and maintenance services. The development involves transferring cleaning services from the educational service to a support service for the technical service.
The organizational change of cleaning services is not only a development effort for the municipality, but also part of the municipality's economic adjustment effort. According to the economic adjustment program approved by the municipal council, the annual savings from centralizing cleaning services are 34,000 euros. In addition to cost efficiency, the change aims to make service production responsive to needs, flexible and promote well-being at work. The change will not result in layoffs or redundancies, but personnel arrangements will be handled through fixed-term employment and pension arrangements.
The employer has negotiated with the personnel on the personnel impacts resulting from the changes in operations and on work arrangements that do not lead to the dismissal, layoff or part-time work of employees. Although the matter in question does not give rise to measures referred to in section 4, subsection 1, point 4 of the Cooperative Act, negotiations have been held with the cleaning service employees on the matter. In addition, the matter has also been discussed in the Cooperative Protection Committee.
The supervisor of the cleaners will be the technical director as of August 1, 2024.
An appropriation change will be made to the current year's budget, in which the remaining appropriation of €64.539 from the cost center 0033300 Cleaning and sanitation support service under the Education and Wellbeing Board will be transferred to the new cost center 006625 Cleaning services under the Technical Board.

TYHY GROUP'S PRESENTATION TO THE EDUCATION BOARD
The tyhy team at Kihniö Comprehensive School proposes that all personnel in the municipality of Kihniö be granted the right to use Gym 51 free of charge and without restrictions to maintain and promote their work capacity and well-being. The service already exists, so organizing it does not cost the municipality separately.
Studies have shown that even short periods of exercise promote and maintain fitness, increase mental and physical well-being and thus promote well-being at work. Therefore, it is important that the use of the gym is not limited to a single, for example, one-hour use per week, but that there is an opportunity to visit the gym for a shorter period of time, even several times a week. This creates a flexible, low-threshold service for the staff, the use of which does not depend on resources or scheduling. In addition, offering one common shift to the municipal staff would be impossible due to different work schedules.
Exercise has positive effects on mental well-being and strengthens, among other things, stress management and increases energy. During busy workdays, there is not enough time to stop and meet fellow people. Going to the gym helps to “reset the mind”, and if they can be done together - even in smaller groups - the benefits multiply. Social relationships are absolutely essential for the mind and brain, and moving together maintains social relationships, increases team spirit and community. Employees are more committed and flexible when team spirit is good and community spirit is strong. In a small municipality, the role and influence of one employee is great, so it is very important that community spirit and working together increase.
Good teamwork and a strong sense of community are great assets that can be realized in a small and flexible municipality.
Only 7 municipal staff members have purchased a long-term gym card, meaning that 770 euros in income would be lost in entrance fees per year. The staff would still pay the deposit for the access card themselves.
Free access to the gym can reduce sick leave. The cost of one day of absence is approximately 445 euros. If we succeed in promoting the health of the personnel of the municipality of Kihniö and preventing illnesses, and the number of days of absence decreases, the financial benefit of free access to the gym is considerable. For example, a 10% decrease in absences would save 22,604 euros per year.
The usefulness of the service can be assessed with a survey that can be implemented internally, so there are no additional costs involved.
Despite the austerity measures, it would be important to promote the well-being of staff at work, and now it is even more important when occupational health services have already had to be cut.
It is also worth noting that in the future, such an employee benefit may also be attractive for recruitment.

Evaluation of the Tyhy group's performance:
Despite the adaptation measures and limited resources, it is still important to consider ways to promote the well-being, coping and work ability of personnel. Employee benefits have already had to be cut as part of the economic adjustment. However, there are various inexpensive or free ways to promote work ability and well-being at work, one of which is the above presentation by the Tyhy group on gym services. The Tyhy group's presentation is staff-oriented, meaning that personnel will also be heard in matters that affect them and promote well-being at work.
The Tyhy group's proposal is supported by the municipal strategy and the targets recorded in the 2024 budget, as well as Varma's assessment of absence costs and the Finnish Institute of Occupational Health's recommendations for reducing sickness absence.
Municipal strategy: According to the strategy, well-being at work is important to the municipality and the goal is to be an attractive employer.
Budget 2024 goal: Employee benefits will improve.
Cost impacts: The gym is used by seven municipal staff members, which means that the gym fees for the staff amount to €770 per year. The cost of one sick day is €445. According to Varma's calculator, the total cost of days of absence in a municipality the size of Kihniö is approximately €100,000 per year. €226,044. Even a 10% reduction in absenteeism saves €22,604 per year. TImproving employees' work ability and health has been proven to reduce the number of sick leave days.
The Education and Wellbeing Committee proposes to the municipal government that staff be allowed to test out gym memberships free of charge until the end of 2024, after which the effectiveness of the benefit will be assessed. The continuation will be decided after the trial period.

According to the profit unit-specific realization report as of June 30, 2024, the realization percentage of income for all educational activities is 49,1 (77,9). The realization percentage of expenses is 49,3 (50,5).
Operating profit on June 30, 2024 was 49,4 (44,8).

The Education and Wellbeing Board notes that the interim budget report for the period 01.01. - 30.06.2024 (Appendix 5) has been brought to its attention and will bring it to the attention of the municipal government and further to the attention of the municipal council.
