The Education and Welfare Board has decided at its meeting 8/2024 (5 June 2024) that:
1. School transport within the municipal borders of Kihniö is free of charge for residents of other municipalities from the starting point where the journey of the first Kihniö resident transport student begins.
The time of picking up the first Kihniö transport student varies from school year to school year, and the time of dropping off the last Kihniö transport student varies daily. The students who are being picked up are not known to residents of the locality, and guardians cannot anticipate the fees for the rides. The fee can therefore change significantly over the course of ten school years (grades 1-9).
3. Outside the municipality of Kihniö, guardians will be charged the fee per km payable to the transport operator.
The service is purchased by the family themselves outside the Kihniö municipality, so the Kihniö municipality cannot set a fee.
The Education and Welfare Board decides that:
1. School transportation is free for residents of other localities within the municipal boundaries of Kihniö.
2. The caretakers agree on the fare with the transport operators.

Transport operators
The Kihniö Municipality Audit Board states in its 2023 evaluation report that the operations have essentially been in line with the set objectives. The Audit Board asked the Education and Welfare Board two questions.
Realization of the goals of the well-being plan
Regarding the goals of a safe living environment, the inspection board asks: What measures are planned to ensure better achievement of the mission objectives?
Statement of the Education and Welfare Board:
- The structures for multidisciplinary preventive substance abuse work will be created in the municipality: The EPT work will be carried out together with other municipalities, Pirha and organizations. The planning work will begin together with the well-being coordinators of Parkano, Hämeenkyrö and Ikaalinen on Tuesday 13 August 2024.
- Describe the prevention and intervention of substance use in the school's student welfare plan: The prevention of substance use and intervention are described in the student care plan updated in summer 2023. In addition, a service chain description will be carried out as part of the school psychologist project during the 2024-2025 academic year.
- Using the Children Speak method in substance abuse services for adults: With the reform of the Finnish Social Security and Health Care System, substance abuse and mental health services have been transferred to Pirha.
- Stay Upright campaign: Falls can be prevented by taking care of the physical activity of the residents and by ensuring the safety of the home and built-up areas. The Education and Wellbeing Committee organizes physical activity opportunities for the elderly and conveys the message about the importance of a safe environment in the prevention of falls to the technical committee.
- Fire safety at home: A campaign will be organized on February 11, 2025, on Test Your Smoke Alarm Day, and a reminder will be given of the importance of chimney sweeping in the fall of 2024.
- Water safety: The possibility of organizations participating in the campaign is being investigated.
- Reflector campaigns: The campaign has been implemented annually at Kihniö Comprehensive School, but the campaign will be expanded to reach all residents of the municipality.
- Utilization of material presented at the meetings of the traffic safety working group: The material obtained at the meetings will be distributed as widely as possible.
Leisure services
The Audit Board stated in its statement that good management includes regular development discussions. The Audit Board asks each administrative municipality: How are performance reviews instructed and how many performance reviews are yet to be held in 2023?
Statement by the Education and Wellbeing Committee: The goal of the Education and Wellbeing Committee is to hold development discussions annually. The guidelines and structure of the development discussion are the same for everyone. The answers are intended to be mirrored to the previous year. Both parties prepare for the development discussion in advance using structured questions. In 2023, 37/44 development discussions were held.
In addition, the Education and Wellbeing Board takes into account the inspection board's statement that a job description has not been made for the leisure instructor. Job descriptions are also missing for other employees, which is why in autumn 2024, job descriptions will be made for the daycare director, the Wilma manager, the education office secretary and the school/detective youth worker in addition to the leisure instructor.
The Education and Welfare Board sends the attached response to the municipal government.

Municipal board
According to Section 30 of the Administrative Regulations, the Education and Welfare Board is responsible for promoting integration in the municipality. The Integration Act (681/2023) has been revised and will enter into force on 1 January 2025, at the same time as the reform of TE services. With the TE24 and KOTO24 reforms, municipalities have overall responsibility for promoting integration. The employment authority is responsible for arranging the services included in the integration programme for immigrants who are job seekers. The tasks specified in the Integration Act also apply to welfare areas, ELY centres, KEHA centres and the Ministry of Employment and the Economy.
The municipality has a general obligation to plan, develop and monitor the promotion of integration. If necessary, the municipality must implement this obligation in cooperation with other actors. The municipality must coordinate the planning and development of its own and the employment area's integration promotion with the planning and development of services under the responsibility of the welfare area.
The Act on the Promotion of Integration (1386/2010), which is valid until the end of 2024, provides for a municipal planning document called an integration programme. When the new Integration Act enters into force, the concept of an integration programme will be abandoned, but the municipality will retain the responsibility for planning.
The municipality must take integrated clients and immigrants into account in its strategic plans, such as the municipal strategy. The municipality must ensure that organizations and immigrants living in the municipality in particular can participate in planning the promotion of integration. The municipality has general and coordinating responsibility for planning, developing and monitoring the promotion of integration of immigrants and integrated clients.
The ELY Centre monitors the proper implementation of integration planning in its area of operation and can discuss any shortcomings with the municipalities. The task of the ELY Centres is to support the municipalities in the planning, implementation and coordination of integration promotion.
When planning the promotion of municipal integration, the national goals set in the State Integration Promotion Programme (VALKO) and the national goals for promoting employment for integrated clients confirmed by the Ministry of Employment and the Economy must be taken into account.
The Education and Welfare Board notes that the comprehensive reform of the Integration Act has been brought to its attention.
