In the autumn of 2023, the Education and Technical Service commissioned a municipal cleaning work assessment, which found that there is potential for development in organizing cleaning services at the municipal level. The annual staffing requirement for the sauna facilities of the municipality's operational properties and residential terraced houses is 3,5 person-years, including maintenance and basic cleaning.
In the municipality of Kihniö, property cleaning services are produced as a separate service production. Currently, there are four cleaners in the cultural service and one part-time person in the technical service, a total of 4,5 person-years. From a development perspective, centralizing cleaning services is essential, making it easier to optimize processes and resources. Several municipalities that organize cleaning services themselves produce cleaning services as a technical support service, which is usually organized in the cost center of the technical service.
The organization and operating model study of the service production of the technical sector of the municipality of Kihniö was completed in February 2024. According to the recommendations, the management of the performance of technical services should be developed in such a way that work management resources are allocated to cleaning and maintenance services. The development involves moving cleaning services from the education service to a support service for the technical service.
The organizational change of cleaning services is not only a development effort for the municipality, but also part of the adjustment effort for the municipality's economy. The organizational change will achieve at least a cost-neutral solution. In addition to cost-efficiency, the change aims to ensure that service production is responsive to needs, flexible and promotes well-being at work.
The organizational change, with its cost implications, has been presented to the economic adjustment working group as part of the municipality's cost-saving measures. The change will not result in layoffs or redundancies, but personnel arrangements will be handled through fixed-term employment and pension arrangements.
The employer has negotiated with the personnel on the personnel impacts resulting from the changes in operations and on work arrangements that do not lead to the dismissal, layoff or part-time work of employees. Although the matter in question does not give rise to measures referred to in section 4, subsection 1, point 4 of the Cooperative Act, negotiations have been held with the cleaning service employees on the matter. In addition, the matter has also been discussed in the Cooperative Protection Committee.
The supervisor of the cleaners will be the technical director as of August 1, 2024.
An appropriation change will be made to the current year's budget, in which the remaining appropriation for the cleaning and sanitation support service under the Education and Welfare Board will be transferred to the corresponding new cost center of the Technical Board.
The Education and Wellbeing Committee will make a more detailed budget amendment proposal to the autumn council meeting after the budget development has been clarified based on the situation on August 1, 2024.

Financial Office, Technical Committee
The lecturer at Kihniö Comprehensive School resigned from the position of lecturer of Finnish language and literature as of 01.08.2024. The Education and Welfare Board accepted the resignation at its meeting on 05.06.2024.
The Education Committee decided in its meeting on June 5, 2024, to open the position from August 1, 2024 until further notice, with the last application date being June 21, 2024. The application closes at 3 p.m.
The position was open on the municipality's website and the TE services website.
A person elected to a permanent position must be formally qualified at the time the position is filled. Application documents are visible at the meeting and are archived in the Office of Education.
When filling the position, the provisions of the Equality Act and the prohibition of discrimination in Section 12 of the Act on the Security of Service Relationships of Municipal Officials Act, as well as the general appointment criteria for public positions laid down in the Constitution, are taken into account.
According to the administrative regulations of the municipality of Kihniö, the education board decides on the selection of permanent teachers and the director of education decides on the selection of other personnel.
The Education and Welfare Board decides to elect Heini Kyllönen, Master of Philosophy and Social Sciences (FMS and YTM), to the position of lecturer of Finnish language and literature at Kihniö Comprehensive School.
Heini Kyllönen's selection is based on an overall assessment that takes into account eligibility criteria, education, work experience, interview and general criteria for appointing civil servants.
When filling a position, the provisions of the Equality Act and the prohibition of discrimination in Section 12 of the Act on Employment Security for Municipal Officials Act, as well as the general appointment criteria for public positions laid down in the Constitution, are taken into account.
The position is conditional until the selected candidate has submitted an acceptable health certificate and a criminal record check in accordance with the Act on the Investigation of the Criminal Background of Persons Working with Children (504/2002) no later than 30 days after receiving notification of the selection decision. The position is subject to a probationary period of (4) months. No other applications were received by the deadline.
In case of Heini Kyllönen's refusal, the Education Committee authorizes Principal Tarja Männikkö-Tarsia to open the position on a fixed-term basis, in which case unqualified applicants will also be considered.
