§ 42 Selection of the minutes inspectors
Proposal for a decision

Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Arsi Haapamäki and Maarit Toroskainen. The minutes will be reviewed on May 7, 2024 and will be available for viewing on May 8, 2024 on the municipality's information network.

§ 43 Update of gym rules

Regarding the rules of the Kihniö gym, it has become relevant to review the gym's adjustments regarding age limits.

The municipality also wants to encourage young people to exercise (school health survey) and going to the gym has proven to be a pleasant exercise hobby for some under 15s. The current age limit has been based on safety. To ensure exercise and safety, the rules of use will be updated so that under 15s can also enter the gym without adult supervision, at the discretion of the leisure instructor. The condition is that the young person provides proof that they know how to use the equipment safely and commit to the gym's rules of use. The guardian's permission is also required for the young person to receive a gym card.

At the same time, it is emphasized that misuse of the gym card can lead to loss of the card.

§ 44 Statement on well-being at work

According to the Finnish Institute of Occupational Health's How is Finland doing survey, national well-being at work has not started to increase after the coronavirus. The risk of burnout affects an increasingly large number of working Finns. In general, about one in four employees is in the burnout risk group. Both work ability and work absorption were perceived to be lower in the summer of 2023 than in the end of 2019.

Challenges related to well-being at work have also increased in educational services. Threats, violence and inappropriate treatment of school staff have increased.

At the same time that staff would like more resources and tools to address the challenges, funding for comprehensive schools is becoming tighter than it is today, and balancing the economy in all municipalities is also targeting education. This further increases the challenges of coping with work.

There is much that can be done in the workplace to improve people's well-being. Working conditions can be improved based on feedback from employees and together with them. The most important components of well-being at work are free for both employer and employee, but the benefits are manifold and can even be seen in improved work productivity and reduced sick leave.

The Education and Wellbeing Committee has received information about themes that undermine well-being at work concerning the education department and wants to take a stand to increase well-being at work.

§ 45 Granting permission to organize a camp school

9th grade students (13) from Kihniö Comprehensive School are going to a summer camp in Spain from 17 May to 24 May 2024, according to the school year plan. The application for permission to organize the summer camp, prepared by Jaana Oksanen, will be on display at the meeting. The summer camp program includes getting to know Spanish culture (including watching a football match, museums and attractions), a visit to a Spanish school, adventure travel and hiking.

The overall responsibility for the camp school lies with the hourly teacher Jaana Oksanen. In addition to her, the hourly teacher Arttu Latvajärvi and three guardians from Finland and two locals will be supervising the camp. The students and their parents have raised most of the travel money. The trips to and from the airport will be by bus.

Proposal for a decision

The Board of Education grants permission for 9th grade students at Kihniö Comprehensive School to go on a camp trip to Spain from May 17 to May 24, 2024. Tutoring teachers Jaana Oksanen and Arttu Latvajärvi will be assigned as supervising teachers on the trip. In addition, all accompanying adults will act as supervisors during the trip.

The camp school has strict school rules, which every student has read and accepted.

§ 46 Library opening hours in summer 2024

Kihniö Municipal Library will operate with reduced opening hours in the summer of 2024.

However, the library staff's working hours will be increased to 30 hours per week so that the library can serve customers four days a week during the summer. The library also operates a tourist information center and municipal advisory services during the summer.

§ 47 Well-being report 2023 and well-being plan 2024

According to Section 1 of the Local Government Act, the basic task of a municipality is to promote the health and well-being of its residents. According to Section 6 of the Act on the Organisation of Social and Health Care, a municipality must monitor the health and well-being of its residents and the factors and measures affecting them by population group, and report on the health and well-being of its residents and the measures taken to the council annually.

The 2023 report takes into account the data collected during 2023. Data that has remained unchanged has not been reported but can be viewed in the well-being reports of previous years.

The focus of the 2023 reporting has been on the results of the School Health Survey, the results of the culture and municipal management TEA guide, and the indicators of the hyte coefficient. In addition, statistics have been collected on the physical activity of municipal residents based on gym visits and individual and group guidance.

The priorities of the comprehensive well-being plan guide the work to promote well-being and health in the municipality. In addition, separate goals are set for 2024, based on the development needs of 2023. The goals have been set together with the municipality's HYTE working group. The goals have been set taking into account the results of the surveys that had received low scores. In addition, the indicators of the HYTE coefficient are taken into account.

A well-being plan for children and young people has been prepared for 2024-2026, which sets separate goals to promote the well-being of children and young people.

Appendix 2. Kihniö Municipality Annual Report 2023 and Well-being Plan 2024
