The motion for a resolution was adopted unanimously.
Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Arsi Haapamäki and Mikko Nevanperä. The minutes will be reviewed on April 18, 2024 and will be available for viewing on April 18, 2024 on the municipal information network.
Sirpa Kaikkonen was elected as the second scrutineer to replace Arsi Haapamäki.

In accordance with the Government's decision, the minimum amount of B1 language instruction will increase by one hour from 1 August 2024, meaning that there will be a total of 7 hours of B1 language instruction per year. To ensure that the total number of hours per student does not increase, one hour will be deducted from the 9th grade elective subjects.
Due to the reduction in elective subjects, one elective subject will be added to the 3rd grade, by reducing the extra religion lesson in the lesson schedule. Emotional and interaction skills will be chosen as the elective subject.

The Education and Welfare Board approves the proposed change in the timetable in accordance with Appendix 1.

The course offering for the 2024–2025 academic year at Kihniö Comprehensive School has been completed. The curriculum also includes the number of weekly hours, objectives and assessment of the course.

The Education and Welfare Board approves the curricula for the comprehensive school's elective subjects in accordance with Appendix 2 for the academic year 2024-2025.

A year of declining student numbers Kihniö Comprehensive School has begun planning a transition to flexible primary education. Flexible primary education is planned to begin in the autumn semester of 2025. In addition, adjustment measures are planned for 2025, which will result in reorganizing tasks. Due to changing and uncertain situations, vacant positions will not be advertised but will be filled on a fixed-term basis.
The number of students in Kihniö Comprehensive School's middle school also affects teaching arrangements, so that classroom teachers will be teaching several middle school subjects this academic year.
Tutoring is needed for the following subjects: geography, biology, health education, physical education, visual arts, music, home economics and crafts (technical), physics and chemistry. In addition, a preschool teacher and a special education teacher are needed.
There are ten permanent school counselors at the comprehensive school. There are three temporary school counselors. The required number of school counselors will be hired for the period 06.08.2024 - 01.06.2025.
One child care worker has retired from early childhood education, and it has been decided to replace her with an early childhood education teacher position at the Education Committee meeting 2/2023 §21, so that the staffing requirements set by the Early Childhood Education Act would be met in 2030. The number of child care workers in early childhood education will be assessed in the autumn based on the number of children.
According to the administrative regulations of the municipality of Kihniö, the Education and Welfare Board decides on the selection of permanent teachers and the Welfare Director decides on the selection of other personnel.
1. The Education and Welfare Board decides that the positions currently valid for the time being will not be opened due to economic adjustment and the transition to flexible primary education.
2. The Education Committee decides that the following tasks and positions will be filled on a fixed-term basis for the academic year 2024 - 20245, i.e. 01.08.2024 - 31.07.2025 or as needed.

Each welfare region and municipality is obliged to prepare a welfare plan for children and young people, which is reviewed at least once every four years.
The children and young people's well-being plan is part of the municipal well-being plan referred to in Section 6 of the Act on the Organisation of Social and Health Care (612/2021). The plan is used to guide, manage and develop the well-being of children, young people and families in the municipality. The children and young people's well-being plan (Section 12 of the Child Welfare Act) is prepared to promote the well-being of children and young people and to organise and develop child protection.
The welfare director is responsible for compiling the welfare plan for children and young people in Kihniö. The daycare director, principal, library director, leisure time instructor, outreach youth worker, office secretary of the educational services, parishes, organizations and associations operating in Kihniö, and the children and family affairs department have all participated in producing the content of the plan and setting the goals.
The following priorities were selected for 2024-2026:
- Supporting the mental health of children and young people
- Supporting parenting
- Prevention and intervention of bullying and harassment

The Education and Welfare Board approves the children and youth welfare plan in accordance with Appendix 3 and submits it to the municipal government and then to the municipal council for approval.
