The motion for a resolution was adopted unanimously.
Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Mikko Nevanperä and Arsi Haapamäki. The minutes will be reviewed on January 18, 2024 and will be available for viewing on January 19, 2024 on the municipality's information network.

The new basic education curriculum increasingly focuses on diverse learning environments and working methods, as well as cooperation with actors outside the school. The task of the education provider is to prepare instructions and an operating model for their schools on implementing out-of-school education, and to familiarize staff with them.
This school trip and camp school guide provides teachers and/or guardians with information on the things that those planning a trip and camp school should take into account and how they should act. Time must be set aside for planning and preparing a school trip and camp school so that outside-of-school education is effective, rewarding and safe. The guide reviews issues related to planning, organizing and fundraising a school trip and camp school, as well as responsibilities and supervision issues.
Teaching outside of school is recorded in the school's annual plan. Individual lessons are not recorded in the annual plan, but it must indicate the possibility of holding individual lessons outside of school.
Students receive instruction, guidance, and the support they need in accordance with the curriculum, also in education organized outside of school.
School rules and punishments also apply during teaching outside of school. The place where teaching is organized must be safe.
The camp school instructions and policies will come into effect on August 1, 2024.
The Education and Welfare Board approves the proposal for general camp school guidelines and policies as set out in Appendix 2.

Kihniö Comprehensive School
At the municipal board meeting on 12.2.2024 § 32 Kihniö municipality decided to take into account Boys' Day, which will be celebrated on 16.5.2024, by inviting one boy from its municipality to be the "deputy" mayor for the day. The mayor will act as a mentor for the day. The municipal board decided to entrust the selection process to the Education and Wellbeing Committee.
The Education and Welfare Board decides to let Kihniö Comprehensive School select the candidates. Kihniö Comprehensive School will nominate three candidates by April 15, 2024, from which the municipal government will select the most suitable one.

The board must prepare a report on its activities for each calendar year. Appendix No. 1 is the activity report of the Education and Welfare Board for 2023.
The Education and Welfare Board has exceeded the budget by 48,024,026 euros. No additional appropriation has been requested for the excess.

The budget for sports and youth activities has been set aside for the year A total of 20.000 euros will be allocated for grants in 2024, of which 11.500 euros will be for youth activities and 8.500 euros for sports activities. In accordance with the decision of the municipal government on 06.03.2023, 6.600 euros will be allocated to the 4H association as a salary subsidy from the youth activities share.
The leisure time supervisor has processed the applications together with the Director of Finance and Administration and the Mayor. The allocation criteria for grants for sports and youth activities approved by the Education Committee (08.12.1999, 26 §) have been used in the allocation of grants.
The Education and Welfare Board decides to approve the grants in accordance with Appendix 3.
In addition, the Education and Wellbeing Committee decides to approve a salary subsidy of €6.600 for the 4H association from the youth activities section, in accordance with the municipal board's decision of March 17, 2025.

Applicants
The grant allocation for cultural activities is 3.400 euros for 2024.
The grant applications have been evaluated by the leisure director, the director of finance and administration, and the mayor.
Applications for cultural activities are in the same appendix as for sports and leisure activities (§ 30).
The Education and Welfare Board decides to approve the grants in accordance with Appendix 3.

At its meeting 1/2023, Section 8 of the Education Committee approved an agreement with the Pirkanmaa Welfare Region on the organization of morning and afternoon activities and care during school holidays as special care. In section 7 of the agreement, BASIS FOR COMPENSATION OF COSTS RESPONSIBLE FOR DISABILITY SERVICES, the necessary reimbursable costs incurred from morning and afternoon activities organized as special care and vacation management are determined, which include personnel costs and reasonable actual costs for premises, meals and materials, as well as administrative costs.
The Education and Welfare Board has not confirmed the meal fees charged by the Pirkanmaa welfare region.
The Education and Wellbeing Committee decides to set the billable meal prices for morning activities at 2 euros/day for breakfast and 7 euros/day for holiday care.
