The organizational meeting is convened and the agenda is prepared by the youth council supervisor appointed by the municipal government. The youth council elects a chairperson, vice-chairperson and secretary from among its members for the council term at the organizational meeting. The youth council supervisor acts as the chairperson of the organizational meeting until a new chairperson of the youth council is elected.

According to the rules of procedure of the youth council, the youth council representatives are elected to the boards at the organizational meeting, with the exception of the election boards and the inspection board. The youth council elects its representative to the municipal council. The representative participates in the meetings and presents the views of the youth council and other young people in the municipality, and ensures that the youth council receives information about the issues discussed by the council, the board and the working groups. The youth council elects its representative to the youth council of the welfare area.
