The organizational meeting is convened and the agenda is prepared by the youth council supervisor appointed by the municipal government. The youth council elects a chairperson, vice-chairperson and secretary from among its members for the council term at the organizational meeting. The youth council supervisor acts as the chairperson of the organizational meeting until a new chairperson of the youth council is elected.

According to the Youth Council's rules of procedure, the Youth Council's representatives are elected to the boards at the organizational meeting, with the exception of the election boards and the audit board. The Youth Council elects its representative to the municipal council. The representative participates in the meetings and presents the views of the Youth Council and other young people in the municipality, and ensures that the Youth Council receives information about the issues discussed by the council, the board and the working groups.

The youth council annually draws up goals and objectives for its activities. The goals for the activities are recorded in an action plan. The action plan is notified to the municipal government.

The Youth Council collected young people's wishes for participatory budgeting (500e) at the November Fair. The Youth Council will discuss the items at the meeting, where young people will be able to vote on the final item for the budgeting.

Street festivals will be organized in Kihniö in spring 2026. The Youth Council has been asked to participate in organizing the festivals.
