The municipal government appoints 4–7 full members to the youth council, and if possible, 2 deputy members, for a period corresponding to the council's term of office, based on a presentation made by the municipality's educational workers and students.
In addition, the municipal government appoints a supervisor/supervisors to the youth council, who support the activities of the youth council and participate in the youth council meetings. The supervisors are not actual members of the institution, but they have the right to speak at the meetings.
The Youth Council has the right to independently change its members during its term of office.
The election of the new Youth Council will be held before the end of the previous council term. The Youth Council will decide during the council term how the election of new members will be carried out.
The term of office of the Youth Council is one (1) year. The term begins when the municipal government appoints the Youth Council and ends when a new Youth Council is appointed. The term of office is always from February 1 to January 31.
Youth council members can be young people aged 13–22 from Kihniö or living in Kihniö. At the start of their term as a youth council member, the young person must be a Kihniö resident or a Kihniö resident who has reached the age of 13. A youth council member is entitled to continue in the youth council until the end of their term, even if they lose their eligibility for election due to their age during the term.
The number of members of the Youth Council is 4 - 7 regular members, who are elected, if possible, so that students of secondary education institutions and students of basic education are represented on the Youth Council. It is recommended that 2 deputy members are also elected to the Youth Council, if possible. If the number of young people applying for the activities does not match the actual number of members, or if young people resign during the term of office so that no new members can be found, the Youth Council operates with a minimum of 4 members.
