The municipal government appoints 4–7 full members to the youth council, and if possible, 2 deputy members, for a period corresponding to the council's term of office, based on a presentation made by the municipality's educational workers and students.
In addition, the municipal government appoints a supervisor/supervisors to the youth council, who support the activities of the youth council and participate in the youth council meetings. The supervisors are not actual members of the institution, but they have the right to speak at the meetings.
