The Kihniö Municipality's well-being report and well-being plan are statutory obligations of the municipality, based on the Local Government Act, the Health Care Act and legislation on well-being areas. The municipality continues to have a responsibility to promote the well-being and health of its residents, and for this purpose, the municipality must prepare a well-being report during the council term, update the well-being plan and report regularly on the state of well-being to the council.
The report compiles up-to-date indicators from the perspectives of health, inclusion, safety and accessibility of services. The plan defines concrete goals and measures by which the municipality will strengthen preventive work, support the everyday well-being of residents and promote cross-administrative cooperation.
The documents support the municipality's strategic policies and provide the board with a clear basis for decision-making: they show which areas of well-being will be most effective when invested in and how the municipality can strengthen community spirit and the functionality of services.
The Education and Welfare Board has approved the document at its meeting on 22 April 2026, Section 39. The Council for the Elderly and Disabled (8 May 2026, Section 11) and the Youth Council (19 May, Section 11) have provided comments on the extensive welfare plan. The Children and Family Affairs Division has discussed the matter at its meeting on 13 May 2026.
Comment from the Council for the Elderly and Disabled:
The Council for the Elderly and Disabled proposes that one of the goals of the plan is to improve the accessibility of services for the elderly and disabled.
A statement will be added to the social security objectives that social security applies to all municipal residents in addition to children and young people.
Comments from the Youth Council:
The Youth Council wants to emphasize the importance of maintaining school youth work at Kihniö Comprehensive School.
Comments from the Children and Family Affairs Division:

good to open it up more clearly.

Appendix 1 Well-being report and comprehensive well-being plan 2026-2029
The municipal government approves the welfare report and the comprehensive welfare plan for 2026-2029 and authorizes the welfare director to add, if necessary, the proposals of the Council for the Elderly and Disabled, the Youth Council, and the Children and Family Affairs Division to the document before the council's consideration.

Municipal council
The Ministry of Finance has confirmed, in its decision dated December 19, 2024, the central government transfer for basic services, tax revenue equalization, compensation for tax revenue losses, and home municipality compensation for basic education to be paid in 2026.

The amount of the central government transfer for basic services has been confirmed at EUR 1,121,463 million, of which EUR 835,373 million is for tax revenue equalization and EUR 329,935 is for compensation for tax losses resulting from changes in the tax base.

The combined payment includes the following items:
State subsidy for basic municipal services granted by the Ministry of Finance
Compensation for tax losses resulting from changes in the tax base
Home municipality compensation
Funding granted by the Ministry of Education and Culture, based on the Act on the Financing of Education and Culture and the Act on Free Educational Work
In addition, the settlement of the state share will offset the home municipality compensation for basic education between municipalities, the net amount of which for the municipality of Kihniö has been confirmed at 21,660 euros (positive).
The municipality has the right to appeal a government transfer decision pursuant to Section 51 of the Act on Government Transfers for Basic Services (618/2021). This decision has been reviewed based on the available information, and no errors have been detected in it or in the related calculations. A request for rectification must be submitted to the Ministry of Finance within three months of receiving notification of the decision.
In the budget approved by the municipal council on December 8, 2025, 1,177,469 euros have been budgeted for government transfers for 2026. In accordance with the decisions confirmed above, the municipality of Kihniö will receive a total of 1,195,655 euros in government transfers and +54,769 euros in home municipality compensation.
Appendices 2-3 decision and claim for rectification
The municipal government decides:
1) to note the decisions on government transfers, compensation for tax revenue losses and the amount of the basic component of the municipality of residence compensation in 2026.
2) that the municipality does not file a claim for rectification of the above-mentioned decisions.

According to Section 39 of the Local Government Act, the municipal government is responsible for, among other things, the preparation, implementation and supervision of the legality of the council's decisions. If the municipal government considers that the council's decision has been made in an incorrect order or that the council has exceeded its authority or that the decision is otherwise unlawful, the municipal government must not implement the decision. In such a case, the matter must be brought before the municipal council again without delay. (Section 96 of the Local Government Act)

The municipal government states, in accordance with Section 96 of the Local Government Act, that the council's decisions have not been made in an incorrect order, that the council has not exceeded its authority in making them, and that they are not otherwise unlawful. The municipal government decides to implement the decisions.

The municipality of Kihniö has an open position for an expert in finance and administration. The position is a versatile one, combining the development of finance, personnel and general administration, and participation in practical activities.
The position requires a suitable university degree, work experience in the local government sector is considered an advantage. An independent, development-oriented, goal-oriented approach to work, good interaction and ICT skills are also considered an advantage.
By the deadline, 30 applications were received. Seven applicants with education and more than 5 months of work experience in the municipal sector were invited to an interview; Matti Kannus, Master of Public Administration (did not continue the process), Juho Koivisto, Bachelor of Public Administration, Jari Jaakkola, Master of Public Administration, Kimmo Puranen, Bachelor of Business Administration (YAMK), Tuure Leinonen, Master of Education, student of Public Administration, Mikko Tuomi, Master of Business Administration and Outi Ollila, Bachelor of Business Administration, student of Public Administration.
All interviewees are formally qualified in terms of education. The amount of work experience varies. The interviews were held on 6.8 August. The interview working group included the Chairman of the Municipal Board, Juha-Matti Markkola, the Finance Manager, Marita Törmä, and the Mayor, Kristiina Mäkelä. The selection process uses an overall assessment that takes into account education, work experience, and the interview.
The municipal government decides:
To appoint Tuure Leinonen to the position of Finance and Administration Specialist based on an overall assessment of his education, work experience, and suitability demonstrated in the interview.
Choose Juho Koivisto as the reserve.
To impose a six (6) month probationary period on the employment relationship.

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.
