The proposal includes the following changes:
The purpose of the 20.000 euros reserved for the implementation of the veterinarian's space solution will be changed to the basic improvement of the ground floor of the TK.
The purpose of the 55.000 euros allocated for the partial renovation of the comprehensive school's plot, foundations and drainage structures will be changed to the renovation of the Fire Station's stormwater system and drainage structures.
An additional 30.000 euros will be added to the exterior painting of the municipal office and Lottala (technical department) buildings.
The net effect of the changes is +30.000 euros.

The municipal government, for its part, approves the proposed changes to the 2026 investment program and proposes their approval to the municipal council.
The rapporteur amended the draft decision so that €30.000 would be added to the renovation of the facades of municipal offices and the library. Clarification of the purpose of the appropriation. The draft decision is approved in other respects.

The municipal government decides that the deviation is approved. The deviation permit decision is valid for 1 year, during which time a construction permit corresponding to the deviation permit must be initiated. The deviation permit decision must be attached to the building permit application.

Parties, Licensing and Supervision Agency
The Tampere city region and other municipalities in Pirkanmaa have financed the air traffic development program implemented by Business Tampere Oy in 2016-2019, as well as the accessibility program in the periods 2020-2022 and 2023-2025. Within the framework of the program, some development steps have been successfully taken with airBaltic, and the two daily connections to Riga have found their passengers well. In addition, efforts have been made to improve accessibility via Helsinki-Vantaa, and in the summer, VR plans to start a new evening connection, so that the train can provide faster and more comprehensive services between Tampere and the airport.
There have also been significant challenges. The long-term downturn in the Finnish economy is reflected in the demand for air transport, which is otherwise exceptionally weak in Finland. In addition, the recall of approximately 3000 aircraft engines by engine supplier Pratt&Whitney affected Airbus narrow-body aircraft, which are used exclusively by AirBaltic. The situation has had a widespread impact on the route network for numerous companies as an equipment shortage and will continue well into this year.
Tampere-Pirkkala is a multifunctional airport with investments, a growing and attractive urban area and a good reputation among airlines, so I believe that perseverance will be rewarded again before long. Without good international accessibility, our region will not reach its full potential, and therefore the work will continue despite the challenges. Negotiations with various actors are actively maintained.
At the Pirkanmaa municipal leaders' meeting in December 2025, it was proposed that in addition to the municipalities in the Tampere urban region, other municipalities in Pirkanmaa would participate in the financing of the accessibility program with a contribution of 1 euro per inhabitant. The contribution of the municipalities in the urban region is 2,5 euros per inhabitant. In the previous period, the contribution of other municipalities was 1,5 euros per inhabitant and the contribution of the municipalities in the urban region was 3,00 euros per inhabitant. The contribution from the previous program period will be returned during spring 2026, because the route development did not generate expenses as budgeted.
In 2025, in addition to the urban area, Sastamala, Akaa, Kuhmoinen, Mänttä-Vilppula, Parkano, Ruovesi and Virrat participated. Other municipalities did not participate in the financing.

In accordance with the previous policy, the municipal government decides that it will participate in supporting Tampere - Pirkkala air traffic (accessibility program) in 2026 and 2027 with a grant of EUR 100 per inhabitant, provided that all municipalities in Pirkanmaa participate in this.

Business Tampere
The municipal office has been closed for three or four weeks each year in July, when the entire staff has been on annual leave. Partial centralization of leave can ensure more efficient services at other times. No annual leave substitutes have been used at the municipal office.
The majority of staff have 38 working days of annual leave. In 2026, the municipal office could be closed for four weeks in July. In addition, it has been requested that annual leave be allocated to public holidays, in which case a complete closure would also be appropriate due to reduced staff resources.

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.

The rental prices for the municipality-owned cottage and sauna located in Pyhäniemi were last updated in 2025. A weekly rental fee of 580 euros per week (incl. VAT) will be added to the rental selection. The rental starts on Monday at 14 pm and ends on Sunday at 18 pm.
