The municipal government approves the draft master plan for the Närhinkangas energy park and decides to display it and request opinions on it.
During the discussion, Jenni Vehmasto proposed that the municipal government not approve the draft of the wind power sub-general plan and not place it on display and ask for statements. Matti Sillanpää supported the proposal. The chairman proposed a show of hands as the voting order. The basic proposal is YES and Jenni Vehmasto's proposal is NO. The vote was 5 YES (Markkola, Ojala, Tarsia, Silvennoinen, Wiinamäki) and 2 NO (Vehmasto and Sillanpää). The basic proposal became the decision of the government after the vote.
Jenni Vehmasto left a dissenting opinion on the matter.

The municipal government proposes to the municipal council that the municipality of Kihniö launch a 'tonnilla tontti' sales campaign for zoned industrial plots and that a maximum of 4000 m2 of construction land will be sold for one thousand euros and any additional plot squares required will be sold for 1,5 euros per square meter of plot (VAT 0%). In addition, an obligation will be imposed on the plot to start construction within three years of the transfer of the plot. The campaign will be valid until 2026 and can be extended if necessary by decision of the municipal government.

On 19 December 2025 (VN/35064/2024), the Ministry of Finance granted municipalities a government subsidy for basic municipal services, pursuant to Section 5 of the Act on the Government Subsidy for Basic Municipal Services, and decided on compensation for tax revenue losses resulting from changes in the municipalities' tax bases for 2026.
The Ministry of Finance has issued a decision on the basic component of the home municipality compensation on 18 December 2025 (VN/35065/2025). The basic component of the home municipality compensation for 2026 is €8,333.75. According to the calculation in the appendix, home municipality compensation income is €106,093 and home municipality compensation expenditure is -€51,324.
The estimate of government transfers entered in the 2026 budget is €1,177,469. According to the decision, the actual amount will be approximately €14.798 better than budgeted.

The municipal government decides: 1) to take note of the decisions on government transfers, compensation for tax revenue losses and the amount of the basic component of the home municipality compensation for 2026 2) and states that there is no need to appeal.

The current contract expires at the end of February. Negotiations have been held with Ikaalisten-Parkanon Puhelin Oy to extend the contract. The monthly charge is €4.950 / month (VAT 0) and includes full outsourcing of ICT services.
The contract period is March 1, 2024-February 28, 2025, with an option to extend the contract for the period March 1, 2025-February 28, 2026. The price for half a month will be charged for the July closure period.
Appendix 46 offer
The municipal government decides to accept the offer for ICT services at a monthly price of 4.950 euros (VAT 0) for the period 1.3.2026-28.2.2027, with an option to extend the contract for the period 1.3.2027-28.2.2028.

The employment of the office secretary of the Administration Department will end at the end of February due to retirement. Employees and expertise are still needed to organize the unfinished archive matters of the Administration Department, for example. The current employee is ready to continue in the position part-time (60%) until the end of 2026. By the end of the year, the personnel needs of the Administration and Finance Department (and more broadly, if necessary) will be assessed, as other changes to the personnel structure are also coming.

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.
