The update and maintenance of the early childhood education enterprise resource planning system used at Kihniö daycare center will end on the system supplier's side on December 31, 2025. Therefore, the daycare center must acquire and implement new software before the turn of the year 2025.
The procurement does not exceed the thresholds for public procurement, so the Public Procurement Act does not apply to it. The procurement process has progressed in such a way that offers were requested from four different systems in September 2025. The Education Management Board reviewed the content of the offers and concluded that further negotiations will be held with the suppliers of the Daisy and Päikky software, so that the IT department is also involved in the discussion. The other two software that were under consideration were excluded from the final decision because eVaka is too expensive and too extensive for a small municipality. Juulia does not include billing integration, which the program should have.
Based on further negotiations, the proposal to the municipal government is that the municipality of Kihniö selects the Daisy early childhood education enterprise resource planning system. The basis for the selection is the system's affordability. In addition to the price, the selection has been evaluated in terms of functionality, mobile application and general usability. The contract for the early childhood education enterprise resource planning system is concluded after the municipal government has made a decision. In addition, before the contract is accepted, the tenderer is required to submit and fulfill all obligations under the Customer Liability Act 1233/2006 and submit related documents (for example, a Trusted Partner report or similar) to the municipality.
The municipal government chooses Alfa eCare Oy as its early childhood education enterprise resource planning system Daisy software, which is the most affordable.
