Sections 180-193 are approved for the agenda and any changes are noted on the agenda for the municipal government's information.
After the publication of the agenda, § 183, due to the urgency of the matter, was added to the agenda the appropriation for the purchase of an enterprise resource planning system for early childhood education. § 185, the statement was clarified regarding integration services. 3 more property transfer notifications have been received.
The meeting was declared legal and quorate. The participants were noted. The additions to the agenda were noted.
Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Jenni Vehmasto and Petteri Wiinamäki. The minutes will be reviewed on November 17th and will be available for viewing on November 18th, 2025, on the municipal information network.

According to Section 110 of the Local Government Act (10 April 2015/410), the council must approve the municipality's budget for the following calendar year by the end of the year, taking into account the financial responsibilities and obligations of the municipal group. In connection with its approval, the council must also approve a financial plan for three or more years (planning period).
The budget year is the first year of the financial plan. The budget and plan must be prepared in such a way that they implement the municipal strategy and ensure the conditions for performing the municipal tasks. The budget and plan approve the operational and financial objectives of the municipality and the municipal group.
The financial plan must be balanced or in surplus. The deficit accumulated in the municipality's balance sheet must be covered within a maximum of four years from the beginning of the year following the approval of the financial statements. The municipality's financial plan must decide on specific measures to cover the deficit during the specified period.
The budget includes the appropriations and revenue estimates required for the tasks and operational objectives, and indicates how the financial need will be covered. The appropriation and revenue estimate can be taken as gross or net amounts. The budget includes a profit and loss account section, as well as an investment and financing section.
The municipality's operations and finances must comply with the budget. Any changes to it are decided by the council.
The set framework is strict and can only be deviated from if justified due to statutory obligations. The financial balancing measures approved by the council must be included in the budget.
The financial manager will present the matter at the meeting.
Appendix 1 Budget preparation instructions 2026
The municipal government approves the 2026 budget in accordance with the preparation instructions in the appendix.
During the discussion, Matti Sillanpää proposed that 35.000 euros be added to the budget of the Education and Welfare Committee due to increased school transportation costs. The proposal fell through as unprofitable.

Administrations
The Technical Committee proposes to the municipal board and further to the council that a change be made to the investments in the 2025 budget, in which the 30.000 euro investment reserved for the health and service center would be allocated to the renovation of the building's stormwater solutions and that the additional appropriation allocated for the implementation of the signs on the Geopark cross-country trail would be increased from 15.000 euro to 20.000 euro and that of the 55.000 euro reserved for investments in the comprehensive school in the 2025 budget, 23.000 euro would be allocated to the renovation of the public address system instead of drainage and yard structures.
The early childhood education enterprise resource planning system will end at the end of the year. No funds have been allocated for the current year to purchase a new one, because the information about the end of the program only came in the middle of the current year. The program must be purchased to secure operations. €20.000 will be added to the current year's investments for the purchase of the enterprise resource planning system. The amount of investments for the current year will not increase, because some of the investments will not be implemented according to plan.
The municipal government proposes to the council that the following changes and additions be made to the municipal investment program for 2025:
- The purpose of the €30.000 budget allocated for the property development and spatial planning of the Health and Service Center will be changed to the renovation of the building's stormwater solutions.
- €5.000 will be added to the implementation of signage for the Geopark cross-country trail.
- The purpose of the €55.000 allocation for the renovation of the comprehensive school's plot and foundations, drainage and yard structures will be changed to the renovation of the school's announcement system. Cost estimate €23.000. The remaining investment reserve of €32.000 will be removed from the budget in this regard.
- €20.000 will be added to the investments for the purchase of an early childhood education enterprise resource planning system.

The Kankarin Hunting Association is applying for interim funding of 16.000 euros from the municipality for a shooting range project.
The Satakunta ELY Centre has given a positive decision to the project. The approved cost estimate for the project is 40.000 euros, of which the ELY Leader grant is 60% (24.000 euros). The interim funding will be repaid when the Satakunta ELY Centre has paid the project's support share to the Kankari Hunting Association. The project's implementation period is by 31 December 2027.
According to the municipal council's decision of 5.11.2001, § 47, rural development projects (Leader etc.) can be temporarily financed with a maximum of 16.819 euros / project. The financing is provided as a short-term interest-free loan, which must be repaid immediately when the project implementer has been allowed to withdraw public funding, but no later than 6 months after the end of the project implementation.
The application is attached as Appendix 2 and the project funding decision is attached as Appendix 3.
The municipal government is granting the Kankarin Hunting Association an interest-free loan of 16.000 euros for temporary financing of the shooting range project. The loan must be repaid immediately after the Satakunta ELY Centre has made the final payment for the project.

Applicant, financial office
The City of Sastamala has requested a statement on the draft budget of the Western Pirkanmaa employment region for 2026 in a letter dated September 25, 2025.
The budget of the Sastamala City Employment Service has been prepared clearly and contains sufficient information. The municipality of Kihniö has no comment on the operational objectives of the budget.
The municipality of Kihniö would like to thank the municipality for the opportunity to comment on the budget proposal for the employment service of the city of Sastamala and would like to make a few changes to it. The changes are based on the appropriation used in 2025 and the legality of the service, and the proposals of the city of Sastamala are based on information received from the state in this regard in 2024.
The proposed changes concern the share of the municipality of Kihniö (Sastamala's proposal in brackets)

The Local Government Act requires that a municipality's operations be goal-oriented and systematic. The council and other municipal institutions must adopt operational and financial objectives in the budget and plan, as well as in the operating plans and separate budgets based on them.

Selected, payroll office
According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.
