The City of Sastamala has requested a statement on the draft budget of the Western Pirkanmaa employment region for 2025 in a letter dated September 25, 2024.

Statement from the municipality of Kihniö:
The municipality of Kihniö largely agrees with the statement of the city of Parkano, which provides local employment services for the municipality of Kihniö under a contract.
The overall budget is clear and the responsibilities of the municipalities are clear from the calculations. The municipality of Kihniö has no say in the operational objectives of the budget. The budget figures for purchased services are based on the actual use in previous years, but in the common employment area, use should be as uniform as possible among the municipalities. A higher budget figure must not be used to provide more services to the residents of Kihniö than to residents of other municipalities. The municipality of Kihniö proposes that the purchases of services (wage subsidy) for Kihniö should be reduced to approximately one third, or 20.000 euros, during the budget phase. A total of 3,5 (Parkano 3, Kihniö 0,5) person-years have been reserved for local services in Parkano and Kihniö for a transition period of six months (during which the employees transferring are still on the Sastamala payroll). The budget proposal should state that the 3 person-years transferred apply to Parkano and Kihniö together. In addition, Kihniö demands that the responsible municipality, especially in the use of purchased services, use strict needs assessment in all respects and that the use of appropriations is based on dialogue and joint policies with the contracting municipalities. Integration costs should be based on actual use, because immigration in Kihniö is very marginal.
In terms of the number of personnel, the responsible municipality must assess during the first year of operation what the actual resources needed to produce shared services are. The municipality of Kihniö demands that due to the difficult financial situation of the municipalities, the responsible municipality must prepare to present adjustment measures by 2026 at the latest.
The municipal government decides to issue the above statement to the city of Sastamala.

According to Section 110 of the Local Government Act (10 April 2015/410), the council must approve the municipality's budget for the following calendar year by the end of the year, taking into account the financial responsibilities and obligations of the municipal group. In connection with its approval, the council must also approve a financial plan for three or more years (planning period).
The budget year is the first year of the financial plan. The budget and plan must be prepared in such a way that they implement the municipal strategy and ensure the conditions for performing the municipal tasks. The budget and plan approve the operational and financial objectives of the municipality and the municipal group.
The financial plan must be balanced or in surplus. The deficit accumulated in the municipality's balance sheet must be covered within a maximum of four years from the beginning of the year following the approval of the financial statements. The municipality's financial plan must decide on specific measures to cover the deficit during the specified period.
The budget includes the appropriations and revenue estimates required for the tasks and operational objectives, and indicates how the financial need will be covered. The appropriation and revenue estimate can be taken as gross or net amounts. The budget includes a profit and loss account section, as well as an investment and financing section.
The municipality's operations and finances must comply with the budget. Any changes to it are decided by the council.
The set framework is strict and can only be deviated from if justified due to statutory obligations. The financial balancing measures approved by the council must be included in the budget.

The municipal government approves the 2025 budget in accordance with the preparation instructions in the appendix.
The municipal government discussed the matter and decided that the framework would be further refined during the cooperation negotiations.
Administrations
The 2023 financial statements of the municipality of Kihniö showed a deficit of – 137.261 euros in terms of the annual margin and a deficit of – 545.760 euros in terms of the result. In the budget year 2024 and the planning years 2025-2026, the municipality's finances will continue to be challenged by higher expenses than income. State contributions and their permanent reductions, tax revenues and operating income are not sufficient to cover the operating expenses of the current structure. The municipality must strive for a situation where the annual margin covers depreciation and necessary investments. In this case, investments could be made without loan financing. The municipality's finances are also burdened by increased interest expenses and the exceptionally large increase in personnel expenses resulting from the national municipal sector wage settlement.
The municipality of Kihniö has made a council-level savings plan for 2024, but despite this, the exceptionally challenging economic situation requires additional measures.
The municipality of Kihniö must examine all available options to reduce the long-term costs of providing services and to cut expenses or increase income in order to put the municipality's finances on a sustainable footing. Changes in the municipality's operations are necessary due to financial and operational reasons. The municipality's budget proposal for 2025, including the planning years 2026 and 2027, requires measures whose implementation is likely to result in personnel reductions, changes in the organizational structure and reorganization of services, in which case the measures and options must be discussed in the cooperation procedure.
If the solutions found in the negotiations require separate decisions to be made, they will be made in accordance with the operating powers of the administrative rules. Co-operation negotiations and other necessary procedures are carried out in practice by a cooperation group consisting of the mayor, the finance and administration director, the KT liaison officer, the chief shop steward and the occupational safety and health organization.
The municipal government decides
1. initiates a cooperation procedure on production and economic grounds in accordance with the Act on Cooperation between Employers and Personnel in Municipalities and Welfare Areas (449/2007)
2. the cooperation negotiations will concern the entire municipal personnel in order to implement the measures necessary to balance the economy in 2025. In addition, the municipal government states that the cooperation negotiations will last at least 6 weeks, approximately until the end of November, and the negotiations will be carried out in a cooperation group composition. The employer's representatives will be the presidium of the municipal government. If necessary, senior officials and/or other personnel will be invited to the working group.
3. The adaptation working group prepares the employer's proposal to the municipal government
The goal of the 4th cooperation negotiations is approximately 100.000 euros for 2025, but at least a zero result must be achieved.

Administrations
The Local Government Act requires that a municipality's operations be goal-oriented and systematic. The council and other municipal institutions must adopt operational and financial objectives in the budget and plan, as well as in the operating plans and separate budgets based on them.

According to Section 39 of the Local Government Act, the municipal government is responsible for, among other things, the preparation, implementation and supervision of the legality of the council's decisions. If the municipal government considers that the council's decision has been made in an incorrect order or that the council has exceeded its authority or that the decision is otherwise unlawful, the municipal government must not implement the decision. In such a case, the matter must be brought before the municipal council again without delay. (Section 96 of the Local Government Act).

The municipal government states, in accordance with Section 96 of the Local Government Act, that the council's decisions have not been made in an incorrect order, that the council has not exceeded its authority in making them, and that they are not otherwise unlawful. The municipal government decides to implement the decisions.

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.
