Kihniö, along with other municipalities, participates in a school health survey every two years, the results of which are available to municipalities both nationally and individually. The results of the school health survey conducted in the spring of 2023 are available. In the school health survey, 4th-5th graders and 8th-9th graders responded to the questionnaire.
The results will be presented as supporting material at the meeting.

More substance abuse education in general, for example through public lectures and awareness sessions at school.
Participation and influence:
An annual survey about the school held for students in the spring. The goal is to develop the school's operations.

On May 21, 2023, the Audit Board issued the audit report, assessment report, and audit report on the 2023 financial statements.
The Audit Committee has assessed the objectives of the administrative units and their achievement. According to the Audit Committee's understanding, the operations of the administrative units have been in general in line with the objectives decided by the council. However, the evaluation report has posed questions to the administrative units (framed points in the evaluation report), to which the committees must provide answers so that they can be discussed by the municipal government at the September meeting on 16 September 2024. The Audit Committee requests that the municipal government issue a statement in accordance with Section 121.5 of the Local Government Act by the end of September.
The municipal council will discuss the financial statements at its meeting on June 17, 2024.

Administrations
The joint institution established within the organization of the city of Sastamala serves as the local government body of the Western Pirkanmaa employment area in accordance with the Municipal Act. employment board, which operates under the authority of the Sastamala City Council and the City Board. The board performs the duties of the municipal employment authority referred to in the cooperation agreement on behalf of the other contracting municipalities, in accordance with the administrative regulations of the City of Sastamala and other rules, regulations and instructions.
Furthermore, according to the cooperation agreement, for the organization of employment services in the employment area, the Sastamala City Council will establish a joint employment board of the contracting municipalities and elect members and deputy members based on proposals from the municipalities in the cooperation area. The chairman and deputy chairman will be elected from the representatives of the responsible municipality. The requirements of the Equality Act must be taken into account when selecting members.
The above-mentioned matters agreed in the cooperation agreement have been included in the administrative regulations of the city of Sastamala as follows: According to Section 10 of the administrative regulations, the employment board has fifteen (15) members. Six (6) of the members and deputy members are elected from Sastamala, three (3) from Hämeenkyrö, two (2) from Ikaali, two (2) from Parkano, one (1) from Punkalaitumen and one (1) from Kihniö. The chairman and deputy chairman are elected from the representatives of the city of Sastamala. The council elects the members of the boards and the chairman and deputy member from among the board members. Each member has a personal deputy.
The municipal government appoints a member and a deputy member to the Western Pirkanmaa Employment Board.

Jari Koskinen has submitted a request to resign from his position of trust for personal reasons.
A person may resign from a position of trust for a valid reason. The decision to grant the resignation is made by the institution that elected the person in trust (Section 70 of the Municipalities Act).
The appointment of new deputy councillors is governed by section 93 of the Election Act. If the number of deputy councillors is insufficient during the council's term of office, the municipal central election board must, at the request of the council chairman, appoint new deputy councillors in accordance with section 17 of the Municipalities Act.
The Central Election Board appoints deputy delegates in accordance with Section 93 of the Election Act.
The municipal government proposes to the council that:
- the council grants resignation from positions of trust
- The chairman of the council will replace Jari Koskinen with Sirpa Kaikkonen, the first deputy councillor of the Finns Party, for the remaining term.
- The chairman of the council requests the Central Election Board to appoint a new deputy delegate as the deputy delegate of the Finns Party for the remaining term of office.
- A deputy member is elected to the municipal board to replace
- A full member will be elected to the Education Committee to replace

Contractual increases are coming to the municipal sector from 1 May 2024. The increases consist of a general increase and locally distributed arrangement and development programme items. The contracting parties have agreed on a local arrangement item, which is the same for all sectors, a total of 0,73% (0,4% + the impact of the comparison sectors 0,33%), and a development programme item, which is 1,00% for KVTES and OVTES section G, 0,881% for TS and 0,60% for OVTES excluding section G. The local items are calculated from the salary sum of the most usual month. In Kihniö, these have been calculated from February salaries and the calculation has taken into account the 0,77% general increase in OVTES that already came into effect in May.

When allocating the local restructuring package, the primary objectives are to secure personnel availability, correct local salary inequities, and support the restructuring of functions and tasks that promote performance and productivity. At the same time, care is taken to ensure that the salaries of management and supervisors and others outside the salary pricing are in proportion to the salaries of their subordinates or peer groups.
When allocating the local arrangement item, the employer takes into account that the use of the local arrangement item is distributed as evenly as possible between the different wage pricing attachments, taking into account the salary amounts in the attachments. Those outside the wage pricing form a separate group in this analysis. The local arrangement item is used for job-specific salary increases and/or personal allowances or similar increases.
The arrangement portion is based on two different points in the signature protocol. If no consensus is reached on the distribution of the 0,4% local arrangement portion in accordance with point A, the employer will decide on the distribution. If no consensus is reached on the distribution of the 0,33% local arrangement portion in accordance with point B, half of it will be distributed as a local general increase (0,17%) and the employer will decide on the other half (0,16%).
The development program aims to improve the competitiveness of jobs in the municipal and welfare sectors, the availability of personnel, the quality of working life and the effectiveness of service production. The purpose is to reform salary systems so that the competence and responsibility required in the job and the individual's reward for good work performance are better implemented than at present. The local development program allocation can be allocated to job-specific salary and/or personal bonus.

Budget municipal council on Monday, December 9, 2024

The Närhinkangas wind power project area is located in the municipality of Kihniö, approximately 10 km east-southeast of the centre of Kihniö. The area is divided into two parts, separated by road 3352. The total area of the project area is approximately 330 hectares. A maximum of 3–4 wind turbines are planned for the project area, with a unit capacity of 9 MW. The total capacity of the wind turbines would be 27–36 MW. The total height of the turbines is a maximum of 300 metres.
The municipality of Kihniö has drawn up a planning agreement for the preparation of the partial master plan for the wind farm with Närhinnevan tuulipuisto Oy, which is responsible for the project.
Närhinnevan wind farm Oy has requested the Pirkanmaa ELY Centre, pursuant to Section 13 of Act 252/2017 on the Environmental Impact Assessment Procedure, to assess the need to apply the environmental impact assessment procedure (EIA procedure) to the Närhinkangas wind farm project. The municipality of Kihniö states the following regarding the EIA needs assessment request for the Närhinkangas wind power project:
In the Kihniö Municipal Strategy 2022–2030, energy investments have been identified as bringing significant income to the municipality and creating various opportunities for entrepreneurship. Energy investments can create further investments and the municipality can contribute to the creation of energy clusters. Energy investments are considered to support the municipality's reputation, economy and image. In the measures defined in the strategy, the municipality is committed to:
- to promote wind power planning by taking the environment and housing into account as much as possible
- During wind power construction, the municipality and the business development company Kehitys-Parkki will cooperate to coordinate subcontracting opportunities for local entrepreneurs.
- to map renewable energy production methods in cooperation with energy producers.
The importance of energy investments for the future of the municipality is significant and undeniable. In accordance with its strategy, the municipality promotes all energy projects in its area, but in such a way that land-use solutions take the environment and housing into account as much as possible.
The municipality of Kihniö is committed to promoting the Närhinkangas wind power project. The municipality of Kihniö acts as the planning authority for the project area and believes that through the legally effective partial master plan process, the impacts and general acceptability of the plan solution will be clarified in the interaction process between the planner and the parties involved.
The municipality of Kihniö points out that it received a citizens' address opposing the Närhinneva wind power project on 25 August 2023, signed by 61 people. The opposition is justified, among other things, by the deterioration of nature conservation, natural diversity and recreational values of nature, as well as noise, glare and landscape nuisances.
Since the Närhinkanaas project has impacts on the environment and housing in and around the affected area due to both the project area and the electricity transmission, as well as combined impacts with other projects in the surrounding area, the municipality of Kihniö believes that a sufficiently comprehensive review of the project's environmental impacts is best achieved if an environmental impact assessment is prepared for the project.
With the possible preparation of the Närhikangas EIA, the municipality of Kihniö requires a guiding approach from the joint authority in assessing the combined impacts of the projects and in optimizing the number of project areas and power plants, and electricity transmission routes.

An economic adjustment working group has been established in the municipality of Kihniö, which has been working closely on the adjustment program during the spring. The boards have submitted savings proposals from their own sectors. The savings were discussed at a council seminar on 20 May 2024, on the basis of which a proposal will be made. The economic adjustment working group set a savings target of 500.000 euros for 2025. This is intended to be achieved by reducing operating expenses and through taxation. The savings targets will be continued after 2025. Adjustment measures will also be taken for 2024.
The Kihniö Municipal Council has approved the economic balancing principles Kvalt on November 11, 2020 and will continue to do so annually in connection with the budget. The following items that have an impact on the economy will continue to be included in the program:
Increases in income and property taxes
According to the municipal economic program, there will be pressure to increase tax rates in the coming years. Tax rates are reviewed annually. The aim has been to keep property taxation at the provincial average. It should be noted that the income tax rate of 8,90 is 0,65% above the provincial average and property taxes are in close proximity to the provincial average. The average income tax rate for municipalities in 2024 is 7,46% and in Pirkanmaa it is 8,25%. A 0,5% increase will bring in approximately 131.000 euros in additional tax revenue and a 1% increase will bring in 261.000 euros.
Shares of Koillis-Satakunnan Sähkö Oy
Settlement of the sale of (part of) the shares of Koillis-Satakunnan Sähkö Oy. The municipality of Kihniö owns 1.620 shares in the company. The sale of the shares at market price has been prevented by the company's original articles of association from 1948 on the grounds that the largest party owning the company has not been willing to amend them to comply with current legislation. The case is ongoing. The market value of the shares is approximately 2 million euros.

The Kihniö branch will close on 31 August 2024. The change is due to a change in customer behavior. Customer behavior in the branch channel has been steadily decreasing, and there is no indication that this trend will change. The majority of all customer interactions are handled over the phone or online.
-OP Ylä-Pirkanmaa's board has decided to close the Kihniö branch at the end of August. The bank has been closely monitoring the change in customer behavior for some time, and the decision to close the branch has been made based on thorough consideration, says CEO Leena Selkee.
The closure of the branch will not affect the bank's staff numbers. The current staff will continue to serve customers in other OP Ylä-Pirkanmaa branches.
-The change responds to the increased demand for expert services. The service is offered as comprehensive expert services by appointment, both as a remote consultation and at the offices in Virtaa and Ruovesi.
The closure of the branch does not generally require any action from customers. For example, account and loan numbers will remain unchanged. The change will mostly affect those customers who have used the Kihniö branch's cashier service regularly.
"We will meet with these customers during the summer and help them find a suitable way to handle banking matters in the future. The easiest way to pay invoices is by direct payment, e-invoice or through the payment envelope service. The payment envelopes have pre-paid postage and can be left in the nearest mailbox. Banking matters can also be conveniently handled in the online and mobile service. Daily purchases can be paid for with debit and credit cards," the release says.
The bank also plans to organize a regular shuttle service from Kihniö to Virta in the autumn for those who need this service.

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.
