The municipal government has decided on 31 March 2022, Section 60, to rent Puumila's workspace 202 D to Tmi TainaMarianne.
The size of the workspace is 9,5 m2. The monthly rent is now 112,63 euros (VAT 0).
Due to the change in operations, the need for full-time use of the space has decreased. AK Luontaisterapiapopisto Oy has announced that it is interested in renting half of the space. The change in the lease agreement will be made with mutual consent. The entrepreneurs agree on the use of the space between themselves. A separate lease agreement will be drawn up for both.
The rent includes compensation for heat, water and lighting, as well as waste management fees for regular municipal waste. In addition, the rent includes current internet connections.
The lease agreement enters into force on May 1, 2024.
The notice period is 1 month for the tenant and 2 months for the municipality. The notice period is calculated from the beginning of the full month following the notification. If the rent payment or other fulfillment of the contract condition is delayed for more than 1 month, the municipality has the right to terminate the lease agreement immediately.

The municipal government decides to lease the Puumila rental space D 202 to Tmi TainaMarianne and AK Luontaisterapiaopisto Oy starting from May 1, 2024 and terminates the previous rental agreement with Tmi TainaMarianne by mutual agreement.
In addition, the municipal government authorizes the mayor/administrative director to make any necessary technical changes and corrections to the lease agreement.

Project objective, results and target group
The project's objectives are:
The realization of these goals will contribute to the success of changes of ownership and the growth of the number. This is a prerequisite for securing sustainable, profitable, climate- and environmentally-friendly agricultural and forestry production in sufficient volume in our region. This will contribute to the continued vitality of our region and the development of the food industry and food safety in our region in the future.
The project is intended for agricultural and forestry entrepreneurs in the MTK-Satakunta region, those who intend to become such and those interested in entrepreneurship. The project's target group also includes those who have given up agriculture and forestry and all partners involved in ownership change processes.
Activities
The project will utilize the expertise of experts and work in close cooperation with stakeholders and other projects. Various information events, familiarization visits, small group meetings and other information will be organized. Mentoring activities will be initiated to support the success of ownership changes. Information materials supporting ownership changes will be prepared, such as Ownership Change Checklists, Change Power for Ownership Changes - a booklet with worksheets, and the ABC Guide to Economics for Ownership Changes.
The project will utilize MTK-Satakunta's website, member newsletters, Facebook, Instagram and X accounts, and YouTube channel for information, marketing, and communication, as well as Snapchat and TikTok, especially for reaching future entrepreneurs. The goal is for the municipalities and other partners in the region to also actively inform about the project.
The material produced in the project, including video recordings, will remain on the MTK-Satakunta website to be used for changes of ownership even after the project ends. During the project, new networks will be created and cooperation will improve. The parties to the changes of ownership and also the stakeholders will be able to better take into account the personal relationships of the different parties and the importance of going through social and economic processes.
Operating time, resources and funding
The MTK-Satakunna Ownership Change project will operate from 1 June 2024 to 31 December 2026. The project is a collaborative project with a staff of 1,5 full-time equivalents per year. 90% of the project is being funded as a flat-rate 19% collaborative project from the Satakunta and Pirkanmaa ELY Centres under the European Agricultural Fund for Rural Development, and 10% from the municipalities and cities in the region.
The municipality of Kihniö's share of the total project costs for 2024 - 2026 is approximately 736 euros (245 € / year).
Appendix 1 project funding contributions
The municipal board decides that the municipality of Kihniö will participate in the MTK-Satakunta ownership change project. The total cost for the years 2024-2026 is 736 euros. The funding will be covered from the budget item for the promotion of business life.

The municipalities participating in the municipal experiment on employment in Pirkanmaa have agreed, in a cooperation agreement signed in February 2021 and updated in 2023, on cooperation between the municipalities participating in the municipal experiment on employment promotion regarding the municipal experiment and the implementation of the Experiment Act.
The cooperation agreement between the municipalities sets out how the cooperation will be implemented and the obligations of the main agreement will be implemented. The municipal agreement is also an agreement on the performance of official duties in Tampere in accordance with Chapter 8, Sections 49 and 54 of the Local Government Act, with regard to centralised services related to the Experiment Act. The annex to the municipal agreement sets out the division of costs for the tasks and services centralised in Tampere among the municipalities.
There is a need to make changes to the cooperation agreement between municipalities to allocate development inputs to the ongoing employment area preparations.
The cooperation agreement between municipalities will be simplified for 2024, while maintaining the management and general coordination of the experiment at the level required for its maintenance. Regarding centralized international competence services, the agreement is proposed to be reviewed in terms of both content and costs. Regarding information, advice and guidance services (Mainio), the change concerns initial assessments for those outside the workforce, which are excluded from the agreement in the change. In the services for jobseeker customers of the competence center, the changes concern the work of business coordinators, as due to structural and project funding-related changes, the competence center no longer employs business coordinators. This means that a separate service will not be produced in these respects and solutions that promote employment will be built for customers under the coordination of an OMA coach as part of the employment and integration process.
The changes to the agreement were prepared during autumn 2023 in cooperation with the operational management group of the Pirkanmaa municipal experiment and discussed at the Pirkanmaa leaders' meeting in December 2023.

The municipal office has been closed for three or four weeks each year in July, when the entire staff has been on annual leave. Partial centralization of leave can ensure more efficient services at other times. No annual leave substitutes have been used at the municipal office.
The majority of staff have 38 working days of annual leave. In 2024, the municipal office could be closed for three weeks in July. In addition, it has been requested that annual leave be allocated to public holidays, in which case a complete closure would also be appropriate due to reduced staff resources.

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.

Municipalities have no legal obligation to organize election advertising, but municipalities have traditionally offered parties and voter associations the opportunity to display candidate posters on racks reserved for them.
According to the Election Act, no speeches may be made, printed or written appeals may be published or distributed during voting time at a general advance voting location or a polling station on election day, or in their immediate vicinity. In practice, this means, among other things, that election advertisements must not be placed in the vicinity of advance voting locations or polling stations in a way that could be considered to influence the voter's choice. In practice, this means that election advertisements must not be visible in the polling station or at its entrance.
The Association of Finnish Local and Regional Authorities recommends starting outdoor election advertising in areas under the control and management of the municipality one week before the start of early voting, i.e. from 26 March 2025.
The municipality's technical action is to place election advertising stands along Prunnintie, as in previous elections. The advertising stand is double-sided, meaning that an advertising space is reserved for each party or voter association that has nominated candidates (one-sided). The advertisements are placed by party in the same order as the candidate list combination, read from left to right. The advertisements must be removed by the person placing them within a week of the election being confirmed.
It is not recommended to place election advertisements in the city center's urban plan area (except for the advertising stands on Prunnintie) (appendix).
Roadside advertising and notices are regulated in sections 52 and 52 a of the Roads Act (503/2005). The Finnish Transport Agency provides guidelines for election advertising on roads and outside local plan areas.

The municipal government decides that outdoor election advertising will begin on Wednesday, March 26, 2025, in accordance with the recommendation of the Association of Local and Regional Authorities, by which time election billboards will be erected along Prunnintie.
