Jaakko Rytilä has sent a request for rectification to the municipal government regarding the matter; Setting up a working group to utilize the health center facilities
I demand that the municipal government also appoint Welfare Director Vilja Lankinen to the working group., because he is responsible for over 70% of Kihniö's personnel costs and the majority of the staff, so he has the best conditions for mapping out new uses. After all, Kihniö municipality is no longer anything more than an educational institution with a huge, oversized central administration.
I also suggest that the working group consults with the three parishes operating in Kihniö.
The municipal government's response
The purpose of the working group is to draw up a concrete plan for the utilization of the health center's facilities in accordance with the needs of the municipality's residents and general service requirements. The working group will invite experts and representatives of stakeholder groups to the meeting if necessary. The director of welfare may be added to the committee.
At this stage, the intention is to limit the review to social and entertainment properties.
Appendix 1 claim for rectification
The municipal government will add a welfare director to the working group and a principal as a reserve. The working group will consult with various experts and stakeholders as necessary.

I have submitted the initiative in question through the municipal initiative service on September 19, 2022. https://www.kuntalaisaloite.fi/fi/aloite/28504 .
The municipality of Kihniö has sent the initiative for processing to a company called Kehitys-Parkki, which is not a municipal body. From there, the matter has been transferred to the technical committee, which is not the correct body according to the administrative regulations of Kihniö, but rather to the Vitality Committee, which has not processed the matter at all. As the applicant, I have not been given information about the processing of the initiative in accordance with Section 164 of the Municipal Act.
The procedure for processing the initiative has violated the following legal guidelines:

Appendix 2 claim for rectification
As is evident from the instructions for rectification in the minutes of the municipal board meeting of 12 February 2024, no rectification or municipal appeal may be filed against decision 29, according to section 136 of the Local Government Act, because the decisions only concern preparation or implementation. The rectification is therefore dismissed.

Jarkko Peltomäki has expressed his interest in renting Puumila workspace no. 202 A for business use.
The size of the workspace is 13 m2.
The monthly rent is 165,28 euros (including the current VAT, currently 24%).
The rent is linked to the cost of living index. However, negative index developments are not taken into account. However, the rent will be increased annually by at least 2% from the beginning of January. The next rent increase will be on 1 January 2025.
The rent includes compensation for heat, water and lighting, as well as waste management fees for regular municipal waste. In addition, the rent includes current internet connections.
The lease agreement will enter into force on April 1, 2024.
The notice period is 1 month for the tenant and 2 months for the municipality. The notice period is calculated from the beginning of the full month following the notification. If the rent payment or other fulfillment of the contract condition is delayed for more than 1 month, the municipality has the right to terminate the lease agreement immediately.
Appendix 9 draft agreement
The municipal government decides to rent Puumila workspace 202 A to Jarkko Peltomäki starting April 1, 2024.

According to the Act on the Openness of Official Activities (621/1999), everyone has the right to obtain information about a public document of an authority.
Requests for information regarding Kihniö municipality documents should be sent to the registry office electronically at kihnio@kihnio.fi. The registry office will forward the requests for information to the correct parties for response. Requests for information can also be made at the municipal office.
The information request should be specified in such a way that it is clear which document or documents the request concerns. Specifying the information request as precisely as possible also speeds up the process of finding the document. For example, it is always a good idea to provide the date or title of the document, if known.
The starting point for accessing information from public documents is that it is free of charge. Access to information from documents is free of charge in municipalities when:
- information about the document is provided orally
- the document is given to the authority to be read or copied
- an electronically stored document is sent by email
- The issuance of the document falls within the scope of the authority's duty to advise, consult or inform (see Sections 8 and 34 of the Administrative Procedure Act).
The Freedom of Information Act does not oblige authorities to prepare reports or combine information upon request. However, it is possible to prepare for such service requests and define their own fees for them.
Information requiring special measures or a fee may be charged for searching for a document, depending on the complexity of the information search. Retrieving information requires special measures when the document cannot be identified and found in the document register maintained by the authority in accordance with the Freedom of Information Act, using the document classification used therein or the document identifier, or in the electronically maintained register using its search functions. A request is also considered special if checking or removing confidential information from the document requires more work than usual or the document request is exceptionally extensive and information has to be combined from different sources. Situations where special automatic data processing search, screening, combination and printing features are required also require special measures.
A standard document request is free of charge.
As a regular document/information request A request is considered to be one in which the document is entirely public or the removal of its confidential parts is easy. The document must be identifiable and findable in the municipality's document system using the document identifier in use or in the electronically maintained register using its search functions.
The customer will be informed of any fees associated with the information search before the authority processes the request.
Appendix 6 proposal for payment tariff
The municipal government approves the fee schedule in Appendix 6. The decision comes into effect immediately.

A clarification is made to item 2, subsection 8) of the fee, the item reads: from the document that is given to the local authority in the municipality to order for writing history.

Administrations
The definition of the service level is based on the EU Service Contract Regulation (Regulation (EU) No 1370/2007 of the European Parliament and of the Council on public passenger transport services by rail and road). The Act on Transport Services (320/2017) does not require the confirmation of the service level definition by the competent road transport authority, but in order for a decision on the method of organising public transport in accordance with the EU Service Contract Regulation to be made, the competent authority must have an understanding of the desired service level.
The Pirkanmaa ELY Centre defined the public transport service level for its area of competence for the years 2020–2023. (Report: Pirkanmaa ELY Centre's public transport service level definition 2020–2023, ISBN:978-952-314-855-0). This definition updates the service level objectives for the years 2024–2025. The Pirkanmaa ELY Centre's area of competence is the province of Pirkanmaa, excluding the Tampere urban area (Kangasala, Lempäälä, Nokia, Orivesi, Pirkkala, Tampere, Vesilahti and Ylöjärvi). The Pirkanmaa ELY Centre procures transport in accordance with the Service Contract Decree jointly with the municipalities. In addition, the ELY Centre may grant state grants to the municipalities in its area for the purchase and development of public passenger transport services.
The service level specification concerns bus transport and includes the whole of the ELY Centre's contracted transport and market-based transport. Unlike before, the service level specification does not include train transport, because the service level proposal wanted to describe the bus transport supply that could be implemented through the ELY Centre's own procurement and market-based transport. The region's train transport has been described and discussed in a separate section. In many directions, train transport is a significant part of the public transport service level, also in terms of internal transport in Pirkanmaa, especially as connections to Tampere. Internal transport procured exclusively by municipalities is also not presented in the ELY Centre's service level specification.
The Pirkanmaa ELY Centre has determined the public transport service level targets for its area of jurisdiction for 2024–2025 to correspond to the region's mobility needs and the financial framework.
The Pirkanmaa ELY Centre requests a statement on the draft report and in particular on the targeted service level presented therein.
The statement is requested to be submitted by March 28, 2024.
Appendix 7 draft service level specification
The Kihniö Municipal Government presents the following statement:
There are four ELY services operating between Kihniö and Parkano on school days. In addition, one service operates between Kankaanpää - Parkano-Kihniö-Virrat-Keuruu on school days.
The Kihniö-Parkano distance is marked in the service level objective to class 2 (3-7 trips/direction/day) The current and proposed service level, if the traffic remains at the same level, will serve the movement of schoolchildren and students adequately during school days. In addition to school/student traffic, the purpose of the shifts is to serve the rest of the population when moving between municipalities and to provide connections to the Parkano railway station, from which there are good onward connections to the rest of Finland. It is important to continue to secure the implementation of travel chains. The problem is the lack of shifts on weekends and during the summer.
The Kankaanpää-Parkano-Kihniö-Virrat-Keuruu line runs via Kihniö once a day in both directions on school days. The route passes through Parkano railway station. Marked as category 3. (1-2 shifts/direction/day) The level of service provided is sufficient.
Funding distribution principles: The municipalities' funding share in inter-municipal ELY traffic within the jurisdiction of the Pirkanmaa ELY Centre is 30% and the ELY Centre's 70%. The method of distributing the municipal share has been decided jointly so that the municipal share of 30% is distributed equally among the municipalities served by the routes and in turns according to the agreement.
Funding could also be distributed in proportion to line kilometers or passenger numbers, but the difference to an equal distribution would be small and the calculations would be so burdensome that the ELY Centre's resources would not be sufficient to carry them out. If a working solution for this type of monitoring is found, the municipality of Kihniö would be interested in trying it out.
Although the service level definition does not include train traffic, the municipality of Kihniö wants to emphasize the further development of the Parkano railway station and train connections so that it serves the widest possible area.

The municipal government grants, upon application, general grants to support activities to communities in Kihniö or to applicants whose activities are located in the Kihniö area. When granting grants, the scope of the community's activities, the openness and effectiveness of the opportunity to participate, and the effectiveness of the grants are taken into account. The general principle is that the grant activities must be effective and support the municipal strategy. The application must include the action plan for the current year, the previous year's financial statements, a report on the use of the previous year's support, and justifications for the need for support. The budget has earmarked 15.000 euros for grants. Applications received by the deadline, requested grants, and a proposal for the support to be granted are attached.
The budget book states on page 42, under the section on grants for cultural activities, that "In 2024, the Cultural Affairs Board will distribute grants of 11.500 euros to youth organizations, which includes a salary subsidy to be paid to the 4-H association, the amount of which will be decided by the municipal government." The Kihniö 4-H association has applied for a salary subsidy of 8.500 euros for 2024. The amount granted in 2023 was 6.500 euros.

Appendix 8 grants
The municipal government will grant the grants in accordance with Appendix 8. In addition, the municipal government will decide on a salary grant of 6.600 euros for the 4 H association for 2024.

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.
The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Paragraph 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the municipal government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.
The decision must be given without delay as a demonstrable notification to the buyer and seller.
