§ 164 Participation in the Pirkanmaa Accessibility Programme 2024 - 2025 / Supporting Tampere - Pirkkala air traffic

The Pirkanmaa accessibility program has been agreed to be implemented in 2023–2025. The year 2024 is the second year to be funded and the proposal is that funding for municipalities would continue as in 2023. At that time, the municipalities in the Tampere urban region funded the program with 3 euros per inhabitant and the other municipalities in Pirkanmaa, Akaa, Kuhmoinen, Parkano, Pälkäne, Sastamala and Virrat, with 1,5 euros per inhabitant. The other municipalities did not participate in the funding.

In terms of implementing the program, it would be of paramount importance that all municipalities in Pirkanmaa participate in the financing next year. The municipalities in the Tampere city region have already made a decision in principle on the matter, and the matter is now being presented at the Pirkanmaa Municipal Leaders' Meeting in order to create a similar state of will for the entire Pirkanmaa region.

The clear objective of the program in the completely changed world situation is to ensure the accessibility of Pirkanmaa with direct flights to Europe via Tampere-Pirkkala Airport. In addition to passenger traffic, freight logistics are also of increasing importance. With the program, we have been able to challenge the national air transport strategy, according to which flights to the world are only made via Helsinki-Vantaa. At the same time, it has become clear that the national airline Finnair will not open flights from Tampere to Helsinki. Therefore, from the perspective of the smooth transactions needed by the business community, various events, tourism and security of supply, direct flights, especially to destinations such as Riga, Amsterdam and Copenhagen, are particularly important. From these so-called hubs, flights are flown to hundreds of destinations on all continents. In addition to airBaltic, a company called Lygg serves business passengers on the Stockholm to Bromma Airport route. Ryanair has changed its own business strategy, which has led to its withdrawal from Tampere-Pirkkala.

After many negotiations, airBaltic, a network company that serves business travelers but also the so-called budget segment, has been selected as the main partner. The company is strongly committed to Tampere, as evidenced by the fact that it opened its fourth and first non-Baltic hub in Tampere-Pirkkala. This means that the company has permanently placed an aircraft at the airport from which it operates. This is a significant investment and it is the first home airport of a foreign company in Finland outside of Helsinki-Vantaa. The aim of the accessibility program is to get the company to place more aircraft at Tampere-Pirkkala in the future, which is also the company's stated goal. The aviation market is in a challenging situation. The economy is in recession, there is war in Europe and the global political situation is extremely tense. In addition, the Finnish aviation market has still not fully recovered from the corona pandemic, as we are still about 30 percent behind. Business travel has been particularly slow to recover. In the current situation, the municipalities of Pirkanmaa are required to make a strong commitment to continuing the program right now. The program has achieved significant results and positive development must be ensured now, when market traction alone is not necessarily enough. Accessibility is currently the best possible in a provincial airport comparison. Passengers are offered direct flights to Riga, Amsterdam, Copenhagen and Tallinn, as well as from holiday destinations to Malaga, Las Palmas and Tenerife.

The municipal government has decided, in accordance with the previous policy, to participate in supporting Tampere - Pirkkala air traffic (accessibility program) in 2024 and 2025 with a grant of 1,5 euros per inhabitant, provided that all municipalities in Pirkkala participate in this.

§ 165 Initiation of preparation of a coastal zone plan

The municipality of Kihniö is requested to initiate the preparation of the Korpilahti waterfront site plan for property 250-407-8-44 Korpilahti.

The aim of the waterfront development plan being prepared is to confirm the existing holiday home construction site in the area and to designate one new holiday home construction site in the area.

The area of ​​the planning area is approximately 5,86 hectares. The planning area has approximately 320 meters of actual and modified shoreline. The planning area is privately owned. Location of the planning area The planning area is located on the shore of Lake Nerkoonjärvi, approximately 7 kilometers southeast of the municipal center of Kihniö as the crow flies. There is a fixed road connection to the planning area.

Nosto Consulting Oy is responsible for land use planning, and the plan was prepared by Pasi Lappalainen, M.Sc.

In addition, the municipality of Kihniö is asked to announce the initiation of the waterfront development plan and to hear from the parties involved.

Proposal for a decision

Municipal government:

- approves the proposal to begin preparing a coastal zoning plan for the land areas in accordance with the introductory text.

- approves Nosto Consulting Oy as the drafters of the plan, as proposed, with Pasi Lappalainen, M.Sc. (Eng.), as the drafter.

- Decides that all costs incurred by the municipality in preparing the plan shall be borne by the parties that made the planning request in accordance with Section 59 of the Municipal Planning Act, and the technical unit shall draw up a planning agreement on the matter.

§ 166 Request for resignation from positions of trust

Mirkka Joensuu has requested to resign from her position of trust in the municipality due to moving.

A position of trust may be resigned for a valid reason. The decision to grant the resignation is made by the body that elected the trusted person (Section 70 of the Municipalities Act). Joensuu has served as a deputy councillor, deputy member of the Education and Welfare Committee and the Central Election Committee.

Section 4a, subsection 1 of the Equality Act:

State committees, advisory boards and other similar institutions, as well as municipal and inter-municipal cooperation institutions, with the exception of municipal councils, must have at least 40 percent of both women and men, unless there are special reasons to the contrary.

The municipal government proposes to the council that:

  • Joensuu is granted a resignation from positions of trust
  • A deputy member will be elected to replace Joensuu on the Education and Welfare Board and the Central Election Board.
  • The chairman of the council requests the Central Election Board to appoint a new deputy councilor to the Finns Party council group for the remaining term of office.

§ 167 Meeting times of the municipal government in the second half of 2024

According to the municipal administrative regulations, meetings of the institution are held at a time and place decided by the institution. A meeting is also held when the chairman deems a meeting necessary or when a majority of the members of the institution submit a proposal to the chairman to hold one.

§ 168 Legality and implementation of the decisions of the Municipal Council meeting of 8 December 2025

According to Section 39 of the Local Government Act, the municipal government is responsible for, among other things, the preparation, implementation and supervision of the legality of the council's decisions. If the municipal government considers that the council's decision has been made in an incorrect order or that the council has exceeded its authority or that the decision is otherwise unlawful, the municipal government must not implement the decision. In such a case, the matter must be brought before the municipal council again without delay. (Section 96 of the Local Government Act).

§ 170 Real estate transfer notifications

According to Section 1 of the Pre-emption Act (5.8.1977/608), a municipality has a right of pre-emption in the sale of real estate located in the municipality in order to acquire land for community development and for recreational and conservation purposes. The right of pre-emption means the municipality's right to redeem the sold real estate for the purchase price agreed upon by the seller and the buyer. When using the pre-emption, the municipality takes the place of the buyer and acquires ownership of the area that is the subject of the sale under the terms of the deed of sale.

The municipality must also compensate the buyer for direct costs related to the transaction and pay interest on the costs in accordance with Section 3, Subsection 2 of the Interest Act (633/1982). According to Section 21 of the Pre-emption Act, the city government decides on the exercise of the pre-emption right. The decision must be made and the registration authority, i.e. the Land Survey, notified of it within three months of the certification of the transfer deed.

The decision must be given without delay as a demonstrable notification to the buyer and seller.

§ 173 Participation of local decision-makers in the EU-building project

Local decision-makers building the EU The project creates a European network of locally elected politicians, with the aim of communicating on EU-related issues through a new kind of partnership between the EU and the local level of government.

The project offers local politicians the opportunity to collaborate and share information on various EU-related issues of interest to people at local level. It also helps to promote citizen participation and stimulate debate on these issues and the future of Europe. The main goal is to support the development of a genuine European public debate.

The European Commission invites local authorities to participate in this project.

Network members participate in discussions on policy initiatives and measures implemented by the EU in their constituencies and/or in local media.

Communicating EU-related issues at the local level is important Conference on the Future of Europe to maintain the development initiated with the help of NextGenerationEU in connection with the actions of the plan.

The project has been implemented in close cooperation with the European Network of Regional and Local Decision-makers of the European Parliament and the Committee of the Regions.
