Proposal for a decision

§ 13 Selection of the minutes inspectors
Proposal for a decision

Two minutes reviewers will be elected. In accordance with the agreed practice, the reviewers will be Paavo Kohtala and Timo Talasoja. The minutes will be reviewed on March 13.3 and will be available for viewing on March 14.3 on the municipality's information network.

§ 14 Approval of a combination of candidate lists

The Central Election Board will prepare the combination of candidate lists based on the draw held on March 10, 2025.

Proposal for a decision

In accordance with Section 41 of the Election Act and based on the lottery conducted on March 10, 2025, the combination of candidate lists is approved for the municipal elections to be held on April 13, 2025. It is decided to publish the announcement in the Ylä-Satakunta newspaper in list format.

§ 15 Inspection and preservation of advance voting and postal voting documents

According to Section 62 of the Election Act, the election officer and the election committee of a general advance voting station in Finland must immediately ensure that the envelopes addressed to the Central Election Board of their own municipality are delivered to the Central Election Board in the manner prescribed by the latter, and that the envelopes addressed to the Central Election Boards of other municipalities are delivered to the Central Election Boards by post or in another reliable manner. The election officer and the election committee must obtain a receipt for the receipt of the envelopes from the person to whom the envelopes are handed over.

Envelopes addressed to the central election boards of other municipalities are always forwarded by post as first-class letters. The advance voting and postal voting documents received by the Central Election Board will be checked without opening the envelopes at meetings that must be held in the 2025 regional and municipal elections so that advance voting documents received before 7:00 p.m. on Friday, April 11, 2025, have time to be processed.

Advance voting documents and postal voting documents must be checked as separate entities. Likewise, voting documents for regional elections and municipal elections must be checked as separate entities.

In addition, the Central Election Commission decides on the retention of advance voting and home voting documents.

Proposal for a decision

The Central Election Commission decides that:

1. The Central Election Commission authorizes the Secretary of the Central Election Commission and the Secretary of Administration to open the envelopes and preliminarily check the letters of recommendation, among other things, so that documents that may have been sent to the wrong election authority can be delivered to the correct address.

2. The secretary of the Central Election Board ensures that, after the end of voting each day during advance voting, the envelopes are transferred to the locked local archive of the municipal office for storage and further delivery to the Central Election Board.

3. In institutional voting, the election committee and in home voting, the election officer bring the envelopes after the end of each voting round to the secretary of the Central Election Board, who delivers them to a locked local archive for safekeeping and then to the Central Election Board.

§ 16 Appointment of election officials for home voting

In accordance with Section 17 of the Election Act, the Central Election Commission appoints an election officer, and it is not recommended for a member of the election commission or committee to be on the Central Election Commission, as the Central Election Commission acts as an assessor of legality.

A person entitled to vote whose ability to move or act is limited to such an extent that he or she cannot reach a polling station or advance voting place without unreasonable difficulties may vote in advance at home in the municipality that is entered in the voting rights register as his or her municipality of residence. In connection with home voting, a carer referred to in the Act on Support for Informal Care (937/2005) living in the same household as the person entitled to vote at home may vote, if the municipality in question is entered in the voting rights register as his or her municipality of residence.

A person who wishes to vote in advance at home must notify the Central Election Board of this by telephone or in writing no later than Tuesday, April 1, 2025, before 4:00 p.m., tel. 03-44 411, address Kihniöntie 46, 39820 Kihniö. By email to kihnio@kihnio.fi.

The notification can be made on behalf of the voter by a person chosen by the voter. Home voting notification forms are available from the municipal office and can be printed from the municipality's website. Home voting is submitted during advance voting. The voter will be notified separately of the time of home voting.

A candidate or his/her spouse, children, siblings or parents cannot be a member or deputy member of the election committee.

Spouses refer to married couples and persons living in marriage-like circumstances and in a registered partnership. It should be noted that the candidacy of oneself or the above-mentioned relative in any municipality will result in the person being ineligible for election to an election committee or election officer.

Previously, only members or deputy members of the Election Commission could be appointed as election officials for home voting. There is no obstacle to the Central Election Commission continuing to appoint them to this position.

The Chairman of the Central Election Commission shall designate the election officials for home voting who will act as election officials at the voter's home in each individual case.
