Mervi Alkkiomäki was elected as the minutes inspector to replace Salme Marttila.
According to Section 14 of the Election Act (714/1998), the Central Election Commission shall appoint a secretary and other necessary personnel. The Central Election Commission shall decide on the right of attendance and speaking at its meetings of persons entitled to participate in its meetings due to its duties other than those referred to in the Election Act. In order to ensure the smooth organisation of the elections, it is appropriate to appoint other personnel referred to in the Act to be responsible for IT matters and to act as technical support for the use of the election information system.

The Secretary of the 1st Central Election Commission in the presidential election and the European Parliament elections in 2024 will be Kristiina Mäkelä, Director of Finance and Administration, and Marita Törmä, Financial Manager, will act as her deputy.

Section 17 of the Election Act provides for election officials. Election officials are responsible for advance voting at general advance voting locations in Finland, at Finnish missions and on Finnish ships, and for home voting.
There must be at least two election officials at each general advance voting station in Finland. Other advance voting stations may also have two or more election officials if necessary. Election officials for general advance voting stations in Finland and for home voting are appointed by the municipal central election board.
When conducting advance voting at a general advance voting station in Finland, at least two election officials must be present at the same time. In other advance voting stations where two or more election officials have been appointed or assigned, it is sufficient for one election official to be present when conducting advance voting. One election official will be responsible for conducting each individual home vote. The general advance voting station for the municipality of Kihniö for the 2024 elections will be Taitotalo in Puumilan.
The Central Election Board decides that Johanna Kujansuu, Anne Virnala, Kaija Haapamäki, Päivi Shemeikka and Paula Luomalahti will serve as election officers for the general advance voting site in the 2024 elections.

According to the instructions of the Ministry of Justice, the Central Election Commission decides whether the Election Commission will use an electronic voter registration register instead of or in addition to a paper electoral roll for voting on election day. The Central Election Commission also decides on the use of an electronic election protocol and a mobile voting questionnaire.
The Central Election Board decides that the Kihniö polling district election board for the 2024 elections will use paper-based minutes and electoral rolls to record the use of voting rights and will not introduce an electronic mobile voting rights survey.

According to Section 67 of the Election Act, the municipal central election board must notify the election day and polling stations in the polling districts in the same way as the municipality's announcements are notified.
According to Section 49 of the Election Act, the municipal central election board must provide information about domestic general advance voting locations and voting times in the municipality in the same way as municipal announcements are made public.
According to Section 108 of the Local Government Act (410/2015), municipal notices are made public by publishing them publicly on the internet, unless otherwise provided for by the provisions on confidentiality, and, if necessary, in another manner decided by the municipality.
On 23 August 2021, the Kihniö Municipal Council made a decision under Section 44 on the notification of the municipality's notifications.
Appendix 1 election announcement
The Central Election Board decides to announce the presidential election with the attached announcement, which contains the matters required by the Election Act. In accordance with Section 17 of the Election Act, the Central Election Board appoints election officials for general advance voting and home voting in the country.
A person entitled to vote whose ability to move or act is limited to such an extent that he or she cannot reach a polling station or advance voting place without unreasonable difficulties may vote in advance at home in the municipality that is entered in the voting rights register as his or her municipality of residence. In connection with home voting, a carer referred to in the Act on Support for Informal Care (937/2005) living in the same household as the person entitled to vote at home may vote, if the municipality in question is entered in the voting rights register as his or her municipality of residence.
- A candidate or his/her spouse, children, siblings or parents cannot be a member or deputy member of the election committee.
Spouses refer to married couples and persons living in marriage-like circumstances and registered partnerships. It is worth noting that one's own candidacy and that of the above-mentioned relative in any municipality causes itthat the person is not eligible to be elected to an election committee or election officer.
Previously, only members or deputy members of the Election Commission could be appointed as election officials for home voting. There is no obstacle to the Central Election Commission continuing to appoint them to this position.
The Chairman of the Central Election Commission shall appoint the election officials for home voting who will act as election officials at the voter's home in each individual case.
A person who wants to vote in advance at home must: notify no later than Tuesday, January 16, 2024 before 4:00 p.m. and you must register for a possible second round of home voting no later than Tuesday, January 30, 2024, before 4:00 p.m. by phone or in writing to the Central Election Commission, tel. 03-44 411, address Kihniöntie 46, 39820 Kihniö. By email at kihnio@kihnio.fi The notification can be made on behalf of the voter by a person of the voter's choice. Home voting notification forms are available from the municipal office or the municipality. www.site. Home voting is carried out during advance voting. According to Section 62 of the Election Act, the election officer and the election committee of a general advance voting station in Finland must immediately ensure that the envelopes addressed to the Central Election Board of their own municipality are delivered to the Central Election Board in the manner prescribed by the latter, and that the envelopes addressed to the Central Election Boards of other municipalities are delivered to the Central Election Boards by post or in another reliable manner. The election officer and the election committee must obtain a receipt for the receipt of the envelopes from the person to whom the envelopes are handed over.
Envelopes addressed to the central election boards of other municipalities are always delivered by express mail.
The advance voting and postal voting documents received by the Central Election Commission will be checked without opening the election envelopes at meetings that must be held in the presidential election so that the advance voting documents received before 7:00 p.m. on Friday, January 26, 2024 can be processed. For a possible second round, the Central Election Commission will convene to check the election documents on February 9, 2024.
Advance voting documents and postal voting documents must be checked as separate entities. They will be submitted to the Pirkanmaa Electoral District Board the following day for vote counting.
In addition, the Central Election Commission decides on the retention of advance voting and home voting documents.
The Central Election Commission decides that:
1. The Central Election Commission authorizes the Secretary of the Central Election Commission and the Secretary of Administration to open the envelopes and preliminarily check the letters of recommendation, among other things, so that documents that may have been sent to the wrong election authority can be delivered to the correct address.
2. The secretary of the Central Election Board ensures that, after the end of voting each day during advance voting, the envelopes are transferred to the locked local archive of the municipal office for storage and further delivery to the Central Election Board.
3. In institutional voting, the election committee and in home voting, the election officer bring the envelopes after the end of each voting round to the secretary of the Central Election Board, who delivers them to a locked local archive for safekeeping and then to the Central Election Board.
